I think it is a translation of 天网. Its direct translation into English is "skynet", a concept derived from ancient Chinese literature. The concept was referenced many times throughout history and had slightly different meanings.

天网恢恢,疏而不漏
lit. heaven's net has wide meshes, but nothing escapes it (idiom, from Laozi 73)
fig. the way of Heaven is fair, but the guilty will not escape you can't run from the long arm of the law

The net of Heaven has large meshes,but it lets nothing through.
The mill of God grind slowly.

Ah, thanks for the explanation, makes much more sense. For a second there I thought the Chinese have developed a very dark sense of humor.
