Perhaps you could try to demonstrate just a little objectivity here. I find your comments almost completely subjective.

The fact is, the Philipines National Bureau of Investigation is saying that their own Coast Guard tampered with the evidence and doctored and spliced the film. This is not something that helps the Philippine cause. It is something that shows that their Coast Guard is hiding more incriminating evidence than what they have admitted to.

So it follows that this announcment is not "more lies," by the Philippines to try and get more time to furthewr tamper with the video. They have admitted that the video has already been tampered with and that is a significant admission. It is very damning of the Philippines Coast Guard in particular. In fact, it is a rather remarkable statement by the investigating arm of the Philippines government that ultimately will work in Taiwan's favor. As it should.

As to the so-called US "lauding" of the Philippines indication of regret. I too am glad the Philippines said they regreted it. That is far better than them not indcating any remorse or sorrow and gives Taiwan a much better place to start in terms of negotiations. It is not far to move from "I regret that," to "I am sorry for that."

At the same time, it is clear that the statement of regret is not enough. I know of no one who has implied that it is. They need a full apology and compensation to the family of the man they killed, and IMHO, they need punitive damages as well because it was their Coast Guard, an official arm of government that did it.

The US, wisely, is NOT trying to mediate. They are not rperesenting themselves as such, nor have they been asked.

They are sitting back and waiting and watching the two nations work this out on their own...as they should. But the US has condemned what happened.

I am commenting on the article that argues that the US should be actively engaging in resolution using it's diplomatic, political and military clout. Read below.

"Expressing ‘hope’ and giving ‘encouragement’ for Asian countries to peacefully resolve these difficult disputes by themselves is not worthy of a country that has the diplomatic, political and military clout to push for and achieve conflict resolution. Needless to say, a largely hands-off attitude also does little to bolster the standing of the United States in the region."

I am being very objective and nowhere did I mention otherwise except for what the US ambassador as stated which is clearly subjective and unhelpful.

On tampering of PCG video. I would have believe it if the Taiwanese investigator had not had a chance to inspect the video when they made this announcement. They already have multiple meetings with the Taiwanese investigators and contrary to what some may believe, I am sure the Taiwanese investigators are no dummies. Hence, for all its worth, they finally did the right thing in admitting that MAYBE PERHAPS (Sarcasm) the PCG video was tampered with. Sorry but Nothing remarkable really.

The National Bureau of Investigation has recommended the filing of criminal charges against the Filipino coast guards involved in the shooting death of a Taiwanese fisherman in northern Philippine waters last month, the Inquirer learned on Tuesday.

It also contains the identity of the coast guard who fired the bullet that killed Hung, the source said.

The shooter was identified through a cross-match between the slug recovered from Hung’s body during autopsy and the signature of the coast guard’s M14 rifle.

But the Coast Guard’s claim that the fishing boat Guan Ta Hsin 28 tried to ram the coastal patrol vessel MCS-3001 was disproved, the source said.

Some important points.....
This is excellent news. The Philippine government, in prosecuting members of its own Coast Guard, is now going to have to apologize for their actions, and take care of the family of the man that their Coast Guard personnel killed. There will be no getting around that legally.

This gives me hope that the Philippines are finely actually going to resolve this thing properly.

But we shall see. The proof will be in the pudding.

The Coast Guard claimed that the fishing boat’s hostile move was the reason for its officers’ firing at the vessel, aiming for the engine to make it stop.

But the NBI report says the results of the ballistic tests and trajectory examination on the fishing boat showed the shooters did not know where the engine was, the source said. "

And it is the Philippines National Bureau of Investigation (the NBI) that is exposing them.

When the official investigative agency of the Philippines government exposes its own Coast Guard being involved in this type of crime and cover-up, the end result is going to be that the Taiwan citizens who were attacked, and the one killed, are going to get an official apolpogy (as the so very much deserve) and that the family of the killed sailor will be compensated.

It will also result in Taoiwan having the upperhand in any begotiations regarding the resolution of the overlapping zones there.=

What you say does not change that the Philippine President Spokeperson announced that the fishing boat tried to ram the PCG boat. Hence, more LIES FROM the president or spokesperson. Perhaps the president cannot be bothered with facts before making a statement.

When was that announcement?

Well before these revelations.

That story will now change, and the story will be that that is what their Coast Guard told them, or the Spokesperson will be thrown under the bus.

Fact is, the real facts are coming out now and the NBI is doing so. If you think they are doing this in a vacuum, without the President being aware of it, you are sadly mistaken. They realize now that they must reveal the truth and own up to it.

Should have done so much sooner...but it is they who look bad for not doing so, and Taiwan will come out of this in a much better position, and the family will be compensated...and I bet some people involved and ordering it, as well as covering it up, are going to go to jail.

With these revelations, that almost has to happen now.

Time will tell.

I really don't think any other report would have been accepted by the Filipinos. I can already imagine the reaction if the recommendation for filing criminal charges came from the Taiwanese investigative report first. Even now, one can visit any Filipino oriented media and find countless comments with conspiracy theories instead of accepting the PCG actually did wrong. To this day, no video footage and no details on those investigative reports but they must be damning. If the evidence clearly supported the Philippines, I have no doubt it all would have been out there long ago. Question remains, now that their Justice Secretary has confirmed the NBI report and recommendation is in Aquino's hands, what will he do?

Given the fiasco of Manila hostage incident, whatever the conclusion the report might be I doubt no real follow-up action will take place.

East Asia forum posted an article about the development of a joint fishery agreement, either way Taiwan will be dominant by fact that it has a better developed industry.
