Thus far, this has only come to pass in the Mi-35Ms, but has not progressed to other areas which Russia was willing to engage upon, such as assault rifles and wheeled and tracked APCs.

US drone strike inside Pakistan targets ‘Afghan extremist’

The US wounded an “Afghan extremist” in an airstrike in Pakistan’s tribal agency of Kurram today. The US counterterrorism operation is the first of its kind reported inside Pakistan in 2018.

The strike took place in the “Badshah Kot area near the Pak-Afghan border” and wounded an “Afghan extremist” known as Khalid, Pakistani officials told Dawn. That report was confirmed by The Express Tribune, which described Khalid as a suspected “Afghan militant” and said the home that Khalid was in was “completely destroyed.”

Today’s strike was the first recorded inside Pakistan since Dec. 26, when US drones killed Jamiuddin, a jihadist who helped fighters move from Pakistan to Afghanistan. Jamiuddin was reportedly a “trusted man” in within the Haqqani Network, a subgroup of the Afghan Taliban. That strike also took place in Kurram.

Over the last two years, Kurram has become a focus of US counterterrorism strikes within Pakistan. The US has launched 12 such attacks inside Pakistan since Dec. 2016; seven of them have occurred inside Kurram, according to data compiled by FDD’s Long War Journal. The last five US strikes have all taken place inside Kurram.

Elements of the Haqqani Network, including Sirajuddin Haqqani, relocated to Kurram in 2014 after the Pakistani military telegraphed a planned operation to root out the Movement of the Taliban in Pakistan’s network in North Waziristan. Sirajuddin is the operational commander of the Haqqani Network and serves as one of the Taliban’s two deputy emirs as well as its military commander.

For perspective on how much the US has focused in on Kurram, the US launched 389 strikes inside Pakistan from 2004 through 2015 and only five of those occurred in Kurram. Instead, more than 95 percent of the 389 strikes inside Pakistan between 2004-2015 took place inside the tribal agencies of North and South Waziristan, which are known hotbeds of numerous Taliban groups as well as global jihadist organizations such as al Qaeda.

As a whole, drone strikes in Pakistan have tapered off significantly since the peak of operations against al Qaeda’s leadership and allied jihadist groups in 2010, when 117 strikes were recorded. In 2015, the US launched only 11 drone attacks. In 2016, there were only three more, including the one that killed Mullah Mansour, the previous emir of the Afghan Taliban in May. That strike was the was the final one of 2016 and the last of President Obama’s second term. However, after President Trump took office, the number of strikes inside Pakistan increased to eight in 2017.

Trump has vowed to take a tougher line on Pakistan. In an August speech, he called out the country for providing safe haven and support for the Afghan Taliban and other terrorist groups in the region. On Jan. 1, Trump ramped up the pressure on Pakistan and increased the likelihood that the US would step up its air campaign after accusing the country of returning US aid with “nothing but lies & deceit” while continuing to provide the Afghan Taliban a “safe haven to the terrorists we hunt in Afghanistan.”

PAKISTAN LOOKS TO MARITIME REFORM AND INDUSTRY DEVELOPMENT

Speaking to the Karachi Chamber of Commerce & Industry (KCCI) on January 24, the Pakistan Navy Chief of Naval Staff (CNS) Admiral Zafar Mahmood Abbasi called for government reforms to managing Pakistan’s maritime affairs as well as maritime industry development as means to catalyze growth in the area.

stated that a proposal was submitted to amalgamate the maritime responsibilities being managed by at least eight federal government ministries into a single Ministry of Maritime Affairs staffed by professionals adept in the area.

“As a national cause, we should make our best efforts to boost marine resources. It is very important to convince business community and the policy makers to focus on this great hidden wealth,” said Abbasi.

The CNS outlined some of the steps the Pakistan Navy will be taking to support maritime development.

Efforts will be made to include relevant subjects in Pakistan’s higher learning, with a Maritime University slated to be established. In addition, the Navy will also form the Maritime Works Organization, which will undertake offshore exploration in Pakistan’s exclusive economic zone.

Abbasi claimed that efforts will be made to enable the private sector to fully engage in and benefit from maritime economic development. Assistant Naval Chief (Operations) Commodore Abdul Muneeb outlined several specific areas where Pakistan could improve, such as revitalizing the domestic shipping industry. As per Muneeb, Pakistan is spending $4-5 billion U.S. on foreign merchant navy services – this expenditure could be diverted to a local supplier pool of private and publicly-owned trading ships.

plans to construct a new shipyard in Gwadar at the end of 2017. Projected for completion in three to five years, Gwadar’s shipyard could potentially supply commercial ships to Pakistan’s privately-owned and public-sector shipping companies. There would have to be substantive long-term opportunity for Pakistani investors to justify expenditure in procuring new ships (or even investment in Gwadar’s shipyard).

In this regard, Pakistan is pitching the possibilities of the China Pakistan Economic Corridor (CPEC) spurring $350 billion U.S. in shipping activity to and from Pakistan. However, even if this becomes the case, Pakistan’s private sector has not been confident about its chances of earning from Beijing’s investment. Citing Islamabad’s preferential treatment (e.g. tax breaks) for Chinese raw material, equipment and contractors, Descon – a major private Pakistani infrastructure company – chairman Abdul Razak Dawood told

that the “lion’s share” of China’s investment in Pakistan is basically inaccessible.

However, Dawood added that the situation, while unideal, did not absolve Pakistan’s private sector from competing in foreign markets, especially with a relative dearth of promising domestic opportunities. In fact, doing so would help the national economy by generating the export of services and, potentially, material, labour and equipment. Nonetheless, government support is needed to cultivate a human capital and industry development environment conducive to reducing imports and increasing exports. Efforts such as Maritime University, Maritime Works Organization and a reformed Maritime Affairs Ministry nominally promise as much, but these are currently far from a long-term and substantive policy framework with quantifiable objectives (and methods to achieve said objectives).

, Pakistan’s defence minister Khurram Dastgir Khan outlined that Pakistan is engaging with China, Russia and Europe for the supply of new armaments amid turbulence in Pakistan’s relationship with the U.S.

“We have already bought some Russian helicopters in the past three years,” said Khan. “This is what we call a regional recalibration of Pakistan’s foreign and security policy.”

Financial Times had asked Khan about Pakistan’s purported interest in the Sukhoi Su-35 Flanker-E, asking if Pakistan has that fighter as an option. Khan stated, “not yet”, adding: “We have opened a dialogue with Russia, which traditionally we never had, because we were firmly in the western camp.”

Khan also claimed that the U.S. was not supplying spare parts for the Pakistan Air Force’s (PAF) F-16 fleet, stating that “ingenuity” and “other sources” were being used to keep the fleet flying.

). Despite the messaging, concrete progress in terms of procuring big-ticket Russian items is not apparent.

To be fair, the PAF’s current Chief of Air Staff (CAS), Air Chief Marshal Sohail Aman did identify the Russians as a prospective source for new fighter aircraft, telling

in April 2017: “We have both Chinese and Russian options.” However, such a prospect is beset with major challenges, among them the fact that India – while shifting the balance of its arms procurement to the U.S. and Europe – is still Russia’s leading arms importer. From a commercial standpoint, India still wields leverage.

Granted, there are areas where Russia’s support is indispensable, such as relatively affordable but highly capable long-range surface-to-air missile (SAM) systems as well as supporting the Indian Air Force’s (IAF) Su-30MKI fleet and the Akula-class nuclear attack submarine (SSN) in the Indian Navy. However, the need is evident on both ends, with Russian suppliers such as Kamov and Mikoyan strongly interested in securing new sales in India. Kamov currently has a 200-helicopter deal (i.e. Ka-226T) on table with India.

Although Russia might not be averse to selling arms to Pakistan, the latter’s fiscal strength would need to increase to offset India’s pressure. With Pakistan generally requiring lines-of-credit or loans to back big-ticket arms purchases, that ability to compensate the vendor is limited. This challenge is not confined to Russia, but France, the U.K. and Germany as well, leaving Pakistan with few viable suppliers.

Regarding Khan’s statements about the supply channel of the PAF’s F-16s, it is unclear if this is correct. As late as January 22, Pakistan

, Pakistan’s Ambassador to Russia Kazi Khalilullah stated that Pakistan will participate in the multi-lateral Shanghai Cooperation Organization (SCO) exercise ‘Peace Mission 2018’ in September.

Khalilullah stated: “I understand that the exercise ‘Peace Mission-2018’ is being conducted under the auspices of the SCO, Pakistan attaches importance to SCO events, and we took part in the first round of expert talks related to the exercises, which were held in Yekaterinburg in November 2017. We intend to participate in the exercises this year.”

The SCO is a permanent intergovernmental organization concerning Central Asia and its surrounding regions aimed at cultivating multilateral cooperation in many areas, including trade, energy, education, tourism and others.. Pakistan and India are the latest entrants to the eight-member SCO, having officially joined the body as full-members in June 2017.

Peace Mission is a biennially-held counter-terrorism exercise involving each SCO member. In 2016, it was held in Kyrgyzstan. Its purpose is to examine the coordination and combat readiness of SCO members for joint counter-terrorism operations.
