north american and european tank variants like to have the (machine, semi-auto etc) gun on the top of the turret removable?
why?
if so, is the chinese commanders gun also removable?

The MG on a Tank is always removable. It's removable for repair and replacement should the need arise. Some even aim to use these weapons as emergency crew weapons if the tanks are disabled and the crew has to escape. However This is only an option on a few tanks like the Leopard 2's 7.62x51mm MG3 and the loader's M240 on the Abrams. Most Commander's Weapons are 12.7mm weapons to heavy for use as infantry weapons.

does the 99 use some sort of stabilization technology like a gimble for the gun?

I am not aware of any modern tanks using gimbles to stabilize the gun. Instead they all feedback control of turret rotation to affect stabilization in gun directional pointing and feedback control of trunnion rotation to affect stabilization on elevasion.

Tanks use gyrostabilisers as you say for both vertical and horizontal movements.
