Very interesting, He said that during the very early stage of the development of 3rd generation tank, the difficult part was digitization and developing software to enhance the tanks ability. As mention in previous
discussions (long time ago) the gulf war affected the thinking of 3rd gen tank developer. they wanted higher mobility (bigger HP) and less reliance from foreign technology. They had to start from the ground up on building parts and creating software.
The only thing that I do not agree with the interviewee is his strong belief that tank are the king of the land battle. His belief is that in urban battle the tank can ignore enemy solider in upper floor of a building and not worry at what the enemy soldier throws at it. He was inspired by how the M1 Abram was pretty much roaming freely into the battlerfield

On the interviewee's comment about MBT's being useful for urban warfare I would have to agree. While you can't just ignore infantry in any situation, US operations during GW2 showed that armor was essential to strong pointing and clearing hostile cities/villages. It also provided much greater protection for soldiers against IEDs.
Canada had a similar experience prior to that during operations in Afghanistan, where the lack of protection and fire support was an issue when exclusively using LAV/Stryker Brigades, and Canada had to urgently borrow and purchase Leo2's as a result.
I would assume the Chinese have observed these results and integrated the lesson into their own systems and tactics. Could explain the comment you noted.

Come to think of it, the Type 99 comes with active protection system. I think when he was talking about urban combat and "ignoring" enemy troop he may be relating to APS. The interviewee did not go into detail about it and did not mention APS.
I think the topic that came to interest was that they had to scrap the initial specs they had with 3rd gen tanks when they saw the first gulf war. He mentioned that building physical parts was not an issue to them, but digitization (mainly software) and integration was something new to them and they knew that if it was not implemented properly, it would have a negative impact instead of a positive one.

Are those tracks rubberized, with metal ridges, or all-metal?

Those are all metal track. PRC only seem to use the track with rubber pads during parades or some requirement to transport of public roads.

That makes a degree of sense, in that rubber does wear faster. Yet it also means that the Metal chews up roads and pavement like a cheese grater does cheddar, and changing a track is not a fun or easy or fast task.
