Tungsten is toxic to humans. And the question of strength is one of what kind. Since we are talking about ballistic vests it has to be a compromise between protection and mobility. To heavy and the wearer cant move to light and it will not protect.
Tungsten and Depleted uranium are high density metals, both are toxic to humans unless encapsulated which would add more weight. They are fine as tank armor or tank penetrators but there qualities would not suit a person armor system.
Boron carbide is as hard as diamond on impact from a high velocity round It fractures dissipating the energy over a wider surface and breaking up the round.
