Pictures shot by a private photographer of Type 99s in exercise. I think the PLA media department should hire him.

I think they already did.

No way a random civilian could get that close to Type99s on manoeuvres unless explicitly authorised. Same goes for any professional military.

Why don't the later type 99s have SAMs?

It's not a later variant, just without armour block add-ons.
Maybe trialing for export? Or simply a test vehicle so no need to put armour blocks on.

note lack of a commanders MG. Originally the Commanders Copula mounted Machine gun was a anti Aircraft weapon but by the Jet age the speeds and resilience of the Jet rendered that as impotent. Mounting sams on a Turret returns anti aircraft capability but eliminating the Commanders MG removes the anti infantry capacity.
