Just a police armored vehicle. Kind of a shortened 4x4 WZ-551.

It resembles ZLB-05, no?

Not really ZLB05 is more rounded and smoothed along the side of the vehicle while the one seems to be more pointed...its more efficient in deflecting rounds and debris....its based of WZ550 4X4 wheeled armoured vehicle version but tailored for Police use.
