The sequel could have them coming out of retirement in a mercenary role and then all options are on the table. That was how Segal and Stallaone made themselves bankable.
All very possible but I think it my go a little differently.

Maverick and Ice Man are the top Top Gun instructors task to assess a new drone program that has the potential to end the need for combat pilots. The two are thinking their careers are almost over and are eligible for retirement and should consider looking for work in the private sector like the airlines, military contractors or the defense industry. One of the big selling points about the program is the drone pilots don't even have to be basic pilots to fly the drones saving the government money on the training of personel. (Especially after I read in Wired for War about how the US Army's best drone pilot was a high school drop out.) The assessments Maverick and Ice Man put the drone crews through don't make the drone program less viable. Then they go for a live fire exercise or actual air support mission were the drones terribly fail and our pilots save the day and their way of life. Drones get hacked like in 24 and go rogue or some sort of communications contact loss with drone makes them unable to complete mission only real pilots can get it done.

If any of you get Starz, this movie is playing. I'm not sure if the producers of this movie made it intentionally over-the-top but it's hilariously stupid. I hope Samuel L Jackson isn't having a hard time finding work.
