I believe when they announced the 26DMU they also mentioned that they will not disclose further DMUs to the public.
Within the article it suggests that Japan may unite with the UK Tempest project and not LM's project since they fear that the US will not disclose some technology keeping them in a black box which brings back bad memories in the past.

So do I get it right. The F-3 is gonna use F-35 avionics in a more F-22 like air frame?

I guess the F-22 airframe refers to the various Japanese concept studies we have seen in the past which saw pretty F-22 like with deploying the same aerodynamic principles.

No,although the article suggest that they will adopt various US equipment since they will need to maintain digital link between one another, the article also suggests that MoD are negative in doing a joint project with LM since they are very skeptical whether LM will disclose all technical information and will place various black boxes within the plane preventing modifications by themselves.
