Interesting details on the flap actuator housing.

I noticed that they cut notches into the rear section of the actuator. What’s the purpose behind it?
Possibly pliable and moves with the actuator in order to maintain stealth in deflected positions. Otherwise, deflection may reveal some non-stealthy surfaces (whether by shape or inability to use stealth covering in between moving parts with tight clearance).

One must scrutinize the actuator housing for the J-20. Compare it with the F-22 and the F-35. I smell a technological deficiency for the Chinese team here.

By deficiency you mean the slits/notches?

Your picture shows the actuator of the main wings. What you are seeing seems to be some sorts of tape covering which is temporary for some purpose. In reality, F-22 does the same as J-20, see the red circle in my picture.
