I thought it was like 10 years or max 15 years.

If it is true, it is really sad, 20 years is a very long ... imagine your computer 20 years ago, run by Intel 286 and DOS operating system

You know, Moore's Law applies only to computers, nothing else.

As an example, space travel hasn't progressed much since the 60's. That's almost 50 years ago.

The Chinese general is being less modest than you would think. Remember what happened 20 years ago? Gulf War I. If the Chinese general is saying the PLA military equipment is 20 years behind the US, that implies the PLA has capabilities matching those of the US during the first Gulf War.

That is a pretty impressive claim.

Well this news has been followed, again in People's Daily, to the one regarding the successfully development of a new, very advanced, AA missile (any guess to which model they are referring to?)

It's the typical two way leg of chinese communication.

Moreover, I think it's good to China admitting that they still have to go much further to match west, and partucularly try to establish good military relationship with the west, till to reach a collaboration, proposed and stated in the article regarding general interview:" At the press conference, Chen and Mullen also announced several agreements, including a plan for the U.S. and Chinese militaries to jointly conduct a humanitarian assistance and disaster relief exercise in 2012." Or do you prefer WWIII?

I think you're grossly mistaken if you think the Chinese military has (or claims to have) the capability of the US military from 20 years ago. The Chinese military might have (and is claiming to have) comparable military technology as the US did 20 years ago, and that's only in some fields.

If the Chinese military had to carry out an operation like Desert Storm today, they would utterly fail. This is because China doesn't have any of the strategic military tools which the US had and continues to have plenty of, such as:
- bases and forces already deployed all around the world
- strategic airlift
- aircraft carriers with airwings
- amphibious ships and forces with organic CAS
- submarines with LACMs
- long range strategic bombers

All these assets allow the US to carry out offensive operations anywhere in the world with short notice. Not only is China's technology 20 years behind the US for equivalents, there are also areas where China does not have equivalents at all, such as in strategic airlift, strategic long range bombers, aircraft carriers, amphibious ships and expeditionary forces.

But this is not so bad since China doesn't care to rule the world, it just needs to be able to defend itself against a world conqueror such as the US.

One also needs to take into consideration that technological change means that it is no longer necessary to have direct equivalents of every sort of weapon system to achieve comparable levels of combat capability, particularly since multi-role systems are occupying a larger percentage of combat assets since they are more cost effective to operate. Technologically all the systems the US is fielding the PLA does have functional equivalents to, the bigger issue is not technology but quantity of hardware available. Another way of putting it is that if the US were to substitute Chinese hardware on a 1:1 basis for their own forces, US combat effectiveness would be no different.

You're misinterpreting my post. I was answering the OP and pointing out that "20 years" isn't exactly a big difference, and that if the PLA really was only 20 years behind the current US military, then it would indeed be a very impressive military force.

When someone is humble, it doesn't mean that the person is not as good as you are. That person can be a lot better but does not want to boast his/her skills so that the host doesn't lose face...
