Indian Launch Frequency seems to be record high this year.
    4 PSLVs (XL)
    1 GSLV (Mk2)
    1 HEX (Hypersonic flight EXperiment)
    1 SPEX (Scramjet Propulsion Experiment)

(India recently became 4th country to test scramjet (a DMRJ), will fly own Hypersonic Delivery Vehicle by this December)
*Both are parts of our reusable space shuttle development program.
    Pending:
2 PSLVs (one for this month and other for next month ).
    1 GSLV Mk3 December.
Means we there will be 10 launches this year.
    Frequency jumped to double digit!

We are no way behind in achieving frequency 12. At least one launch every month.
And launch frequency was the thing where India lagged and simply affected many others field.

Sorry for bringing Hypersonic Vehicle here, I'm just trying to sum up all the recent news.

Got about budget allocation for India's Government Space Agency.
    http://indiabudget.nic.in/ub2016-17/eb/sbe84.pdf
Here's about budget allocation for Aditya L-1 (Sun Orbiter), XpoSat, AstroSat 2, CUSP (for GSLV Mk2 and probably 3), PSLV C and LVM3 Project, Space Docking Experiment Mission (applicable in India's Human Spaceflight Program) and about budgets allocated to different labs and branches.
