A formal list of defence items that can be exported has been endorsed by the ministry of defence, bringing India at par with international laws governing armstrade. The move – which identifies 16 broad categories of products that can be exported after clearance – is expected to boost military trade with experts saying that it brings clarity to private companies pursuing export orders.

A military stores list, which was drawn up by the directorate general of foreign trade, has been given a go-ahead by South Block, with a new set of rules being framed to manage export clearances. What the list gives is an indication of what India wishes to export in the coming years, after it joins the Wassenaar arrangement, the international export control regime for arms.

Among the items listed in the Indian military stores list are warships, tanks, armoured vehicles, ammunition, rifles and small arms, military training equipment, electronic warfare devices, software, bombs and torpedoes.

As reported by ET, the defence ministry has also relaxed earlier export control laws that require multiple end-user certificates by Indian companies wishing to export components and parts of larger systems. The two things combined, experts says, will go a long way in boosting foreign trade for Indian private companies.

“To enhance strategic exports the authorities have taken two broad steps in one go. The adoption of the military stores list brings our export control regime in consonance with international laws, whilst the non-requirement of an ultimate end-user certificate for components significantly reduces the chance of a domestic company having to lose out on becoming a part of an OEMs global supply chain,” Ankur Gupta of Ernst and Young India told ET.

While India is hopeful of joining two international regimes this year — the Wassenaar arrangement and the Missile Technology Control Regime (MTCR) — after which exports will get a boost, DRDO has already drawn up a list of products that it wishes to sell abroad.

This includes the Akash surface to air missile system, Sonar systems, underwater communication systems, the Tejas fighter aircraft, Airborne Early Warning and Control systems, the Nishant UAV and a series of radars, among other things.

Indian private companies are already exporting items but this is still a trickle of their true potential. Tata Advanced Systems Limited makes components and parts for Lockheed Martin, Sikorsky and Pilatus. A small company like Kineco makes composite consoles forBoeing while Bengaluru-based Dynamatics counts Boeing, Bell and Airbus as its clients.

The term "Eve teasing" is far too flattering for what that is - sexual assault.

Better to just call it as it is rather than invent colourful names that only serve to sanitise and legitimise an inexcusable practice.

Personally, I think a strict 3 strikes rule should be applied (in any and every country, not just India), because repeat offenders pretty much never "learn", its not something they can or want to control, and often it progresses and leads to ever more serious offences.

Better to cut the problem off at the source, pun intended.

Upon the first conviction, on top of the normal criminal punishment, sexual offenders should be required to undertake counselling to try and get them to control themselves.

Second offence goes down the same escalating punishment path as with all repeat offenders.

Third offence, castration.

The recently launched state-of-the-art underwater harbour defence system of Navy has detected a boat that was ‘inadvertently’ straying into the security cauldron put in place at the high security naval zone here on the eve of Independence Day.

The unlit ‘vallam’ (country boat) approaching the Naval area in the Ernakulam Channel was detected by the Integrated Underwater Harbour Defence and Surveillance System (IUHDSS), set up here to track and warn surface and underwater threats.

A prompt action by the duty Naval patrol boat in the Ernakulam channel resulted in prevention of infringement of the security cauldron being put in place around the naval area due to heightened security state, the Navy said in a release today.

The new automatic system, first of its kind in the country, was installed at the harbour here a fortnight ago as part of Navy’s initiatives to beef up coastal security. It is capable of detecting, identifying, tracking and generating warning for all types of surface and underwater threats.

The Navy release said the panic stricken boat crew failed to stop when asked by the duty patrol boat to do so for verifying documents and continued rowing towards the Naval area.

Seeing the patrol boat closing on them, one of the crew members jumped into the water and in the commotion the country boat toppled.Both the crew were subsequently rescued by the Naval personnel and handed over to the police.

The vallam was detained by the Naval police and has been released after due investigation, Navy said.

IAF clears proposal to buy three C 17; Boeing says only one plane left to sell

The Indian Air Force appears to have taken too long to push through a Rs 8,100 crore proposal to buy three new Boeing C-17 transport aircraft.

The American manufacturer simply does not have that many aircraft to sell anymore, having pledged four of the last five C-17s in its production line to Qatar.

After months of efforts, the air force, at a Services Capital
Acquisition Plan meeting on July 31, managed to push through the proposal to add three aircraft to its existing fleet of 10 Boeing C-17s that were ordered in 2011.

Officials said the proposal is likely to be taken up by the high powered Defence Acquisition Council (DAC) shortly.

However, Boeing officials have gone on record to say that after signing the contract with Qatar the company is left with just one C-17 for sale.
With its production facility for the aircraft at Long Beach in shut-down mode, the company has already halted the production line.

Boeing had five C-17 aircraft to sell when the air force first moved the proposal in April, as ET had first reported.

Officials said the air force could get committed aircraft from US inventory or retracted orders of a third country , but the chances of this happening are slim.
A solution cannot be ruled out, they said, given that the deal is being processed under the Foreign Military Sales pact.

A MiG-21 Bison aircraft of the Indian Air Force crashed in Soibugh village in Jammu & Kashmir’s Budgam district on Monday.

The pilot managed to eject from the plane safely just before the crash. He was later rescued from the crash site by an Army helicopter.

“A MiG-21 Bison of IAF crashed in Soibugh area of Budgam district at around 10.59 am, but there was no loss of life reported in the incident,” Defence Spokesman Colonel SD Goswami told PTI

A Court of Inquiry has been ordered to investigate the cause of the crash.
