Also in the US it is not the active duty military job to respond to disasters. It's the job of local police fire and rescue personnel assisted by the Coast Guard and National Guard.

I believe the U.S. military also partook in rescue missions in Pakistan following the devastating flood recently. I hope China will also send trained personnel since Pakistan is such an important ally and provided invaluable assistance during the Wenchuan earthquakes.

I saw some photos of a Chinese aircraft loaded with humanitarian aid being delivered Pakistan....but no rescue personnel.
