Although it is nearly a quarter of a century old now, it is the only major unclassified document of such comprehensiveness that is publicly available in the West about the PLA. Surprisingly, some of the information is still relevant; however, its chief virtue now lies in its usefulness as background material, and especially to highlight just how much the PLA has changed over the past quarter-century.

Nowhere near as comprehensive as the DIA Handbook on the PLA, this work is important nonetheless, not to mention current. Although it off course deals mainly with matters of the Operational level, it also treats with the former's effects upon Strategy as well as the emerging matter of Space Operations.
