They are saying it was of cylindrical shape, silver-grey color, there was no payload or any form of visible propulsion, size was equal to a small car and it was hovering at 40000 feet.

Can a helium balloon as small as a small car reach that height?

What makes you think a helium balloon the size of a small car can't reach 40000 feet?

It would be too funny if WW3 is started by a balloon. Just a few years ago, I wouldn't ever imagine a balloon could become a headline for weeks and a superpower can't simply get over it. Now I am not so sure a nuclear war couldn't happen as we are living in a crazy time.

What about loitering munition armed balloons? They can get quite some potential energy for Shahed-136 delivery. All you'd need is geolocation and a remote target selection/launch system. If it gets shot down, who cares, its what, 20k for a Shahed and 1k for a balloon? Maybe 9k for the ruggedized electronics and launch mechanism? If the launch mechanism is too expensive, just put 2 Shaheds on 1 balloon.

20k balloons with 40k Shahed equivalent on them would be devastating as an attritional weapon.
