I should inform president Xi stop building those satellites, spam the world with balloons as like they do with Starlink in space.
They're unironically going to do it when war breaks out. Balloons go high enough that they can't be easily shot down, they're cheaper than satellites and can provide similar ISR.

Why there's a solitary balloon over US right now I have no clue. Perhaps its as simple as just trolling to see US responses.

Funnily enough, if you consider coping arguments from Japan that missiles which go over Japanese airspace through near space did not actually violate Japanese airspace, then the balloon is not entering US airspace either.

In 2016, the Philippines under then-President Rodrigo Duterte halted joint patrols with the US in the South China Sea, saying the Southeast Asian country needed to reassess its relationship with the US. The current leader, Ferdinand Marcos Jr., has sought to boost the two nations’ longstanding alliance, while the US under President Joe Biden has repeated commitments to defend the Philippines in the contested sea.
