Why not use tasers, police batons or rubber bullets? This seems barbaric for police
First of all, tasers don’t always work. Second of all, rubber bullets are mainly for crowd control and to disperse people, not to arrest or neutralize a threat.
Finally, for the reason, if I remember correctly, when one of the PAP SOF units (I believe it was the Falcon Commando Unit) did joint training exercise with Russian National Guard Spetsnaz, one of the Spetsnaz officers said that the Chinese had a lot of experience dealing with swords wielded by terrorists. Given the fact that batons are too short to use against sword-wielding terrorists, I guess that the PAP’s experience in XJ and maybe Tibet inspired other units such as this one to carry weapons that gives the officer the distance to safely fight and arrest a terrorist without actually killing them. Yes this is much more nasty, but it most certainly can intimidate terrorists into submission or maim them just enough for them to be subdued.

The fact that the requirements make a big deal out of these poles needing to be electrically insulated suggests to me they are indeed intended to be used by Tibet Military District troops and not for PAP. I remember in the aftermath of the beating they received in 2020 there were lots of noises on Indian side that they need better melee weapons and there was a company making them, and all their weapons had built in taser function. I particularly member a trident and some gauntlets.

The guys on Guancha said according to what they've heard after speaking to WTC people, taser like devices are not useful. They gave two reasons:

1. Melee weapons like poles or blades rely on slashing, thrusting or bashing to do damage. The instantaneousness is part of their function where as tasers actually need you to held them up against the target for some time for the shocks to do their thing, so adding taser to melee weapon is contradictory to how they're suppose to work.

2. Fighting high up in the mountains mean both sides tend to be quite heavily clothed, and this is further increased by protective gear in recent years to help in melee fighting. Tasers only really work when touching exposed skin.

So putting tasers on the end of pole arms is more of a meme than a legit way to improve their effectiveness. That said holding a long metal pole in your hand could make you more vulnerable to taser weapons hence why these spiked poles need to be insulated.

Tasers: which China has their analogue of that thing back in 2010s, and even stun batons used by some outfits, tasers doesn't work so well in such engagement scenarios. Think of it like musket shooting but much closer and even more chaotic, and worse of all you don't get to lob a second volley and even time to reload.

Police baton: with pole arms being a common sight, anyone who bring anything shorter (except for those shield bearers) is at a disadvantage.

Rubber bullets: this presents 2 problems -
1. muddles the "no firearms" red line which, ironically, both sides still adheres to, because you simply can't tell a launcher from firearm, and the report of rubber bullet firing from those of firearms in such situation.
2. rubber bullets doesn't work so well against those who wear body armor.

But not those "Q-tips", oh no...you won't want somebody drive that thing right up your arse.

Escalation won't happen as long as nobody dies in the fighting.
IDK if earlier replies clarified this, but there is a strict "no firearms" rule on the Sino-Indian border; Escalation would mean one or both armies violate this rule by shooting the other. Melee weapons are generally seen by both parties to be fair game, and both groups know not to kill each other in the brawls. Galwan 2020 was the exception to this, Chinese and Indian troops on the border usually only try to send each other to the hospital when they clash.
