About the "US person" part. Here is my thought.
You have to understand why those Chinese Americans come to China to establish semiconductor companies in the first place. Beacuse of "nationalism" or “patriotism” ？Not really，not to my knowledge.
Most of them come to China because they are facing a "bottleneck" in their career in the US. They have little chance to be promote to CEO position due to "bamboo ceiling".The entrepreneur-path is also difficult，because semiconductor in the US is a very mature industry，big companies already have firm control of the market，it's very difficult for startup company in areas like EDA/material/equipment etc to compete with established giants.
That's why they come to China，because in China the environment of semiconductor sector is totally different. They have the opportunity to accomplish something that they couldn't back in the US. And that opportunity is still there，the recent US ban doesn't change it.
So my conclusion is：US persons working in Chinese semiconductor industry. For those who don't have a very high ambition and prefer a low-profile but stable career path，they may choose to leave China. For those who are ambitious and aspire for achievement，they will stay in China. They may revoke their US green card or citizenship，and get citizenship from some third country such as Canada or Singapore

Dinglong Co., Ltd.: Tungsten polishing liquid products have obtained orders from domestic mainstream wafer fab customers
According to the micro-net news, on November 7th, Dinglong Co., Ltd. announced that the company's holding subsidiary Wuhan Dingze New Material Technology Co., Ltd. (referred to as "Dingze New Material") polishing liquid product marketing is progressing smoothly. After the polishing liquid entered the ton-level procurement stage and the dielectric material polishing liquid products continued to obtain orders steadily, the company's tungsten polishing liquid products recently received a purchase order from a mainstream domestic wafer manufacturer for the first time. The purchase quantity is 20 tons.
The announcement shows that this polishing liquid is benchmarked against an overseas competing product, which can fully meet the customer's use requirements and some performances are better than those of overseas competing products. This polishing liquid is used in a special process, which requires a selectivity ratio for the grinding of various thin films. It is a very difficult tungsten polishing liquid. Under the circumstance of being "stuck" by overseas suppliers and no other domestic alternative supplier's products can meet this process requirement, the company's products successfully passed the client test and obtained a ton-level purchase order.
Dinglong Co., Ltd. pointed out that at present, the company's other process CMP polishing liquid products cover many customers across the country and enter the key verification stage, laying the foundation for the rapid increase in volume in the future. In terms of production capacity construction, the first phase of the Wuhan headquarters factory has an annual output of 5,000 tons of fully automated polishing fluid production lines that can meet customer orders. The capacity construction of the Xiantao CMP polishing liquid expansion project with an annual output of 20,000 tons and the supporting expansion project of abrasive particles is in progress.
It is reported that starting from the core raw material abrasive particles upstream of the CMP polishing liquid, the company has deployed more than 30 kinds of CMP polishing liquid products in a variety of process series. Among them, the silicon oxide polishing liquid products have continued to receive orders steadily, and the aluminum process polishing liquid has entered the ton-level procurement stage. Other CMP polishing liquid products covering many customers across the country have also entered the key verification stage, laying the foundation for the accelerated production volume next year.

Now, the Financial Times reports (paywalled) that both Biren and Chinese cloud company Alibaba may have to make changes to their chip designs and reduce their performance because of the restrictions, which cap the processing power of chips that companies are allowed to ship to China.Both Alibaba and Biren had already tested samples of their latest chips being produced by TSMC when Washington announced the new measures, the FT said, citing anonymous sources. The companies have had to halt further production and are expected to make changes to their designs in response.
Hahahaha, The US mafia Don sure know how to shake down its vassal....lol JV with Japan contributing the least let's say 10% BUT had 100% control on its distribution. What about TSMC and Samsung, they had been bamboozled to join the Chip Alliance for cheap ($52 billion to be share among many with huge preference for Intel) and then shown the stick with this JV with Japan as a warning that they are replaceable, making it known whose the boss...lol
The major effect, it will disheartened TSMC and Samsung to innovate thus making them a sweat shop FAB instead. Like I say before a major Chinese breakthrough in IC tools and materials is the only savior for the industries as a whole, That includes ASML and other American IC enterprises as competition breeds innovation and having an alternative is good for everyone.

And Japan should be careful, they were the target of American wrath during their dominance in the late 80's and 90's. Remember the SEMATECH Consortium that led to the establishment of ASML and TSMC as the dominant force today.

What we have been saying for quite a while here in this thread, or this law schools graduates do not understand the industry they are legislating or they are lying and is not about "national security" but plain unadulterated economic warfare.
