this gives me no doubt anymore: Russian targeted strikes of Ukrainian C4SIR capabilities are wildly successful... because now Ukrainian forces are no longer taking Ukrainian commander's orders and fighting in the interests of Ukraine, but fighting for the interests of NATO and are being directed by NATO command from their E-3s and E-8s circling in Poland, Hungary and Romania.
What benefit does a ballistic missile strike at Belarus do, when your entire country is burning? Nothing! It is completely against Ukrainian interests to pull Belarus into the war directly while wasting ammunition on a useless offensive action, and those troops would be targetted preemptively anyhow. But it is indeed in the interests of foreigners who don't give a damn about their lives and only care about dealing damage to Belarus.

Hunting mobile launchers however are kind of hard task especially when enemy SAM Batteries still around. might be easier to shoot down the missile they launched, but nobody will know what being targeted.
