I think we are forgetting one thing: combat air sorties are very, very, VERY expensive.

The Russians probably drank their own Kool-aid and thought that they gained air superiority on the first day with their blitzreig strike. Afterwards they tried to be cheap and thought that a ground based frontal assault was sufficient to achieve their goals.

That doesn't makes sense, if that's the case they'd have realized their error two days ago and re-commit their AF. It's not like they'd run out of fuel being the gas station of a nation of all things, their planes are not gonna fall out of the sky from a few days of intense use...

Though they may have a shortage of PGMs, and dumb bombs aren't cutting it

This is what I was thinking 2-3 days ago but the sanction are so over the top, I am pretty sure Russia now will take whole Ukraine and annex it.
Then Russia will have to 1 of 3 things.
1. Stop caring about civilian casualties and start bombing cities with heavy artillery.
2. Surround all major cities and stop them from getting supplies. Wait for them to starve to death.
3. Have significantly more manpower and be ready to bear very high losses.
Any of the above, plus deterring any NATO offensives for the duration of this war.

It depends on if the West signals that they are ready to drop some of the most damaging sanctions.

If they don't, then if I was Putin, i would go for full annexation and then make them an autonomous region/province (giving them lot of freedom to operate internally)

They are using Su-25s for ground support. However, from what I saw they are mainly armed with dumb bombs and rockets. I guess the problem here is that VVS will be losing a lot of planes to MANPADS and AA guns if they start providing CAS. Limited stand off strike capabilities definitely plays a role here in limiting Russian air power.
