To admit, I won't ... first of all since it would end up in yet another "xcan of worms" of a comparative thread which makes no sense and is therefore forbidden at the SDF. As such, Yes, the Indian media is claiming this but the Indian media claims also they can see the J-20 about 300km away from the border with their own Su-30MKI and the Tejas Mk.2 will fly in 2023 ... ;)

Pakistan Says Afghan Border Fence Nearly Complete

ISLAMABAD - Pakistan’s military says it will have fenced off the country’s roughly 2,600-kilometer historically porous border with Afghanistan within the next two months.

The Pakistan Army has revealed today that 83% of the Pakistan-Afghanistan border has been completely fenced and work is ongoing on complete fencing by mid-2021. Work on the fence began in 2017 with a $500 million price tag.

The entire border will be double-fenced with 3 meter tall chain-link fences separated by barbed wire. The 2,600 kilometer long fence will cut through snow capped mountain peaks in the north to valleys and plains in the south.

Furthermore, ISPR also revealed that 30% of the 900 kilometer long Pakistan-Iran border has also been similarly fenced and work will complete by late 2021.

Both borders will be surveilled by hundreds of color and thermal-imaging cameras as well as armed reconnaissance drones and will also feature hundreds of major and minor border forts manned by Pakistani forces.

This militiary excerices seems a part of recent Defence agreement between China and Pakistan.

Dec 1, 2020 — China's Defence Minister General Wei Fenghe and Pakistan Army Chief General Qamar Javed Bajwa attend the signing of Pakistan-China.
2-KARACHI -- China has signed a defense pact with Pakistan, its old ally, in response to a recent information-sharing pact between India and the U.S.Gen. Wei Fenghe, China's defense minister and state councilor, visited Islamabad last week for three days and signed a memorandum of understanding (MOU) to enhance defense cooperation between the Pakistan Army and the People's Liberation Army.

3- China’s Defense Minister Visits Pakistan
Wei Fenghe’s visit has predictably led Indian analysts to claim that he had India in mind. The Chinese defense minister, Wei Fenghe, visited Pakistan on December 1 and met with the country’s President Arif Alvi and Prime Minister Imran Khan, along with meeting Chairman of the Joint Chiefs of Staff Committee Nadeem Raza and Chief of Army Staff General Qamar Javed Bajwa. According to CGTN, during Wei’s visit, Alvi promised Pakistan’s support to China across issues including the South China Sea, Taiwan, and Tibet, and also to push ahead with the China-Pakistan Economic Corridor. Interestingly, according to CGTN, Wei also said China is “keen to jointly cope with risks and challenges with Pakistan, firmly safeguard the sovereignty and security interests of both countries and maintain regional peace and stability,” language that would inevitably be interpreted in India as directed toward that country.

It's interesting that this latest MoU was a PLA-PA thing. For the past decade, most of the focus and high level meetings were between the PLAAF and PAF. It seems like the PAF is in a good and stable growth curve, and now focus is shifting to the Army.

Again, I'll argue that the Army needs to spend around $10 billion dollars (over 10 years) in order to regear. Either it needs 3 new armored divisions OR it needs to convert 3 existing infantry divisions and reform them as heavy combined arms divisions. A friend of mine is visiting Pakistan and will be speaking to some of his contacts in the Army, I actually made a table and asked him to 'pitch' this as an example:

Unit CostUnitsSubtotalAdditional COGs (+10%)
Z-10ME Gunships$ 20,000,000150$ 3,000,000,000$ 300,000,000
VT-4 MBTs$ 6,000,000900$ 5,400,000,000$ 540,000,000
Sensor Fuzed MLRS/Artillery$ 3,000,000120$ 360,000,000$ 36,000,000
LY-80 SAM Package$ 100,000,0003$ 300,000,000$ 30,000,000
Logistics Trucks (local)$ 15,000600$ 9,000,000$ 900,000
IFVs / APCs (local)$ 30,000600$ 18,000,000$ 1,800,000
$ 9,087,000,000$ 908,700,000
Billions
$ 10.00

For the capability this equipment provides, $10 billion is a very good deal. With 3 new heavy divisions, in addition to the 2 currently, Pakistan will have serious options, beyond simply a defensive posture. (If you wanna get anything done diplomatically, you need offensive potential to back it up.)

Do we know for a fact that Pakistan is acquiring Z-10?

Not empirical, but deductive. I don't see any other contenders at this point. The T129 is under sanctions and the Cobra Zulu deal is dead, while the Z-10ME has new engines and is available for export.

T129 sanctions (in case sale to Pakistan went through) from US was always (and will remain) a very real possibility whether due to Turkey or Pakistan political issues / problems (S400 purchase this time).

I don't know when Pakistanis will understand this point... They have already tasted these sanctions time and again at the hands of US.

So Z10's remain the only trusted option keeping in view the current state of affairs.
