There is always one aircraft carrier hull in the building dock. If a finished hull floats out and is moved to the fitting out pier, assembly of the next new aircraft carrier begins.
However, it is possible that more old aircraft carriers will be decommissioned during the time or that they will not get their mid-life overhaul.

OK, you've now described "future aircraft carriers" from your 14 minutes ago;
and their "more quarantine options" from your 14 minutes ago are:

To redesign the sick bay, to redesign the air conditioning, to create several areas in the ship where more suspicious sailors can live separated from the rest of the crew. May be, for CVN 79 it is to late, but perhaps CVN 80 can get it - and every aircraft carrier that is overhauled.
