Ideally yes. However as most of us know that cannot happen. The ship must have it's nuclear power plant manned 24 hours a day as long as the ship is in comission. In addition there are live munitions aboard which must be monitored as they are stored in the ships magazines.

There are procedures for dealing with epidemics: forming small teams that do not meet each other (we do that in our company as well). If one team is affected, the other team can take over. In the case of Roosevelt, this means that only 10% of the crew are still on board and keep operations going.

That was never up for discussion, it was planned from the start. We will find out later why the captain did not follow the official route. I suspect: it wasn't going fast enough, there were too many doubters up the chain of command that were delaying the process.

Now there is clarity.
 
as I repeatedly said all over this forum, if so called analysts in the Pentagon; Langley, VA; Fort Mead, MD had read newspapers this year, they would've noticed the pandemic coming at them

once the wave of deaths is over, there should a congressional hearing to determine what the CIA, NSA, etc. knew and did since the beginning of this year, well apparently they did nothing, so it'd be to ask their directors why

EDIT another thing is they're political appointees and it's an election year, so I better stop, but let's wait and see once there's a next pandemic if multiple-billion-budget institutions will miss that one, too

Sailor on USS Theodore Roosevelt dies

A sailor from the USS Theodore Roosevelt died from coronavirus complications on Monday, four days after he was admitted to an intensive care unit in Guam, the Navy said.

The sailor, whose name has not been released, tested positive for COVID-19 on March 30. The sailor was taken off the ship and put at an isolation house at the naval base in Guam where he received medical checks twice a day, the Navy said.

When aircraft did have to land on a strike group ship to bring supplies, parts or mail, Loiselle said the aircrew were not allowed to leave their aircraft or have any interactions with CSG crew members.

(it was interesting to me, because I thought they might catch the virus even while at sea from cargo aircraft crew members, but now they can't)
