While many problems persist between the U.S and the PRC due to the latter’s rise, one issue that is not frequently discussed is the growing use of Private Military Contractors (PMCs) by the PRC. As Chinese companies have moved operations further abroad, they require protection for those investments. While the current number of Chinese PMCs is not large, it has been growing at a worrying rate."

First, like most PMC’s, Chinese contractors come mainly from the Peoples Liberation Army and policing forces. This means that the PMCs have a significant amount of military training. Secondly, the legal relationship between the PMC’s and the PRC is different than in most other countries. Since the PRC is an authoritarian country, the government can leverage multiple forms of coercion to force PMC’s into a certain course of action, giving the government a somewhat deniable capability to control foreign soil. Lastly, the Chinese can use PMC’s as a means to push their desired political endstate on foreign countries.

Thanks! I will do a deep study into the rules.
But I think my indication are very clear by quoting the article.
Anyway, will take your advice in future posts.

What does he think PMC everywhere are used for beyond basic security duties
PMC’s have been used for a verity of missions from body guards to private security to Training and logistics.
Cough* Blackwater
Exsecutive Outcomes more than Blackwater. Blackwater got in trouble well acting as bodyguards and escorts.
EO by contrast was caught in direct actions as true mercs.

Informative article diver18, the author is a US Marine Officer, and as such, here on SDF he's automatically the "bad guy", but a very thoughtful and provocative piece,,, US military forces will no doubt face Chinese PMC on various territories around the globe, particularly where Chinese active duty military is unable to operate in the open....... as well the Chinese Military may encounter US or Western PMCs, one of his suggestions is that the UN formulate operating guidelines for all PMC's, regardless of nationality??

So it will be a growing problem, and how will we respond if two countries PMC enter into a conflict with one another?

In my opinion, I don't think it is propaganda since it is neither misleading nor completely biased. It is only an analysis that serves to address potential situations that may pose as a threat to US national security. If it were propaganda, it would use manipulative language and attempt to convince everyone that China is an evil spawn of the devil. However, the article is a bit immature. Chinese PMC's have demonstrated to not act as an irregular force despite their rising numbers and deployments. In addition, there hasn't been instances in which China used that political "lethal force" or any other similar power to force a country's leaders to their knees.
