Honestly refitting those early Type 054A to sell to Pakistan would be sufficient

Changing over manuals and translations getting a PN team on board and training

4 x Type 054A early units are only 10 years old still very good and capable

Some minor tweaks and modifications to customise should take only a few months

I think the PLAN would more likely sell off the original pair of 054s in a modified version rather than sell any early 054As since they are certainly not done bulking up the surface fleet numbers and would more easily part with the oldest 054s.

3rd unit was launched few months ago in 2017 if they can slip in the 4th this month it will make 4 units in 2017

That would match 2012 in which they also launched 4 units

Well I can say that I am certainly not surprised that Pakistan Navy is going for Type-054A. It is a natural choice for Pakistan Navy, given the central role it play in the defense of Pakistan's maritime territory. China has every reason to allow Pakistan to procure these frigates. Pakistan is China's primary ally, been since the 60s and to top it all off, CPEC plays an important role in China's OBOR initiative. It has been a long time since Pakistan Navy got due attention. CPEC, coupled with Nuclear Trident, brings Pakistan Navy to the center stage of Pakistan Military's strategic planning. It is time now for Pakistan Military to move away from the land forces strategy where Pakistan Army was given priority over Air Force and Navy.

That's the thing - it's been rumoured for many years now, so how do we know this time it's real?

It's always been real, but we've never had any strong indications of "imminent to come out in next year" kind of predictions in the last few years.

Technically, even the most recent predictions for 054B do not yet give a deadline for when we may see it.


But your question was about whether 054B was going ahead and being developed by the Chinese Navy, and my answer is that we know they have been developing the 054B for a number of years now.

Agreed, the two 054s are the only ones I can see PLAN selling off, just so they can standardise on the 054A type. And while a couple of hulls at the right price might be attractive, I don't see Pakistan seeking to fill its ranks with used warships either. They will want domestic industry involved in new production as with (or moreso than) F-22P.

Used warships may be worthwhile to bolster numbers in a short time frame, or to replace existing ships past a certain age (the two 054s are certainly younger than the Type 21s the Pakistanis have for example).

Well there is no stopping for the Type 54A is there ? Its also interesting to note the Type 71 LPD I believe ? (Judging by its mast) Which is in the final stages of production.
