CPEC does not change Beijing’s position on “Kashmir” – China Clarifies

Beijing- Hua Chunying, the Chinese Foreign Ministry spokesperson has clarified “China’s stand on the disputed valley will not be affected by China-Pakistan Economic Corridor,” on Friday during a press conference in Beijing.

She, while responding to questions, reaffirmed China’s historic stance on the matter saying, “On the Kashmir issue, China’s position is consistent and clear-cut.”

The Chinese foreign ministry spokesperson further added that the Kashmir dispute is a “leftover issue from history between India and Pakistan.” And she asserted that this dispute is something that needs to be settled between India and Pakistan through a process of dialogue and consultation.

When questioned about India’s protest against Pakistan declaring Gilgit-Baltistan as part of Pakistan proper, Chunying answered that China-Pakistan Economic Corridor’s development (CPEC) will not affect China’s viewpoint on the Kashmir issue.

India’s Position & Background

This situation has an interesting background. India is protesting on the news that Pakistan is considering to turn Gilgit-Baltistan (GB) into a fifth formal province. The territories that now constitute GB under Pakistani administration have historically been part of the princely state of Jammu and Kashmir. In 1947-48, Gilgit scouts rebelled against the Maharaja and opted to join Pakistan.

From 1970’s onwards, Pakistan under the government of Zulfiqar Ali Bhutto started treating Gilgit-Baltistan, an entity separate from Azad Kashmir, and as part of formal Pakistan. This was also the time period during which Karakoram Highway (KKH) was being completed.

KKH was a joint venture of Pakistan and China and several thousand Chinese and Pakistani workers died during its difficult construction through some of the most difficult terrains of the world.

India then, in 1970’s, seldom mounted any serious diplomatic challenge to the passing of the KKH through Gilgit-Baltistan. However, since 2015, when the plans for CPEC started emerging India took the position that CPEC is passing through a disputed territory.

Indian Diplomatic Offensive against Pakistan & China?

It is believed in Islamabad, that as India’s criticism took an international form Chinese and Pakistanis started to think of giving GB the formal status of a Pakistani province. Now however, India is objecting that Pakistan cannot convert GB into a formal province.

This situation became a little bit more complex this week when Kashmiri leaders, part of the Hurriyat Alliance in the Indian-administered Kashmir also took a strong exception to the news that Pakistan is considering to turn GB into a formal fifth province. Kashmiri leaders asserted that Gilgit-Baltistan along with Azad Kashmir and Indian occupied Jammu and Kashmir together constitute a historic entity and its future is still undecided. Though Kashmiri leaders condemned the Indian position in the strongest possible terms, nevertheless, their criticism of Pakistani plans on GB appeared like an unexpected gift to the strategists in New Delhi’s South Block.

On Tuesday, China had again expressed hopes that Pakistan and India will resolve their ever-persistent Kashmir issue through renewed dialogues. Ever since the right-wing government of Narendra Modi took power in June 2014 all process of dialogue between the two nuclear nations of South Asia has come to a dead end. Whatever hopes existed of a dialogue received serious setback last year when intensified public protests broke out in the Indian-administered Kashmir after the killing of Kashmiri freedom fighter Burhan Muzzafar Wani. Well above a hundred people, including women and children died in firings by the Indian security forces, thousands have been arrested and almost 200 have been shot by pellets in the face and eyes.

Earlier this week, Beijing had explained that it looked forward to working with India and Pakistan as full members of the Shanghai Cooperation Organization (SCO).

The countries inclusion in the SCO aims at bringing prosperity to the whole Asian region in terms of security, stability and development.

The CPEC project passing through Pakistan is part of the overall strategic vision of One Belt One Road (OBOR) put forward by the Chinese president, Xi Ji-ping in 2013. This initiative envisions a regional network of roads, rail links, fiber optics, and industrial zones. CPEC is an integral part of OBOR that is taking shape at the moment. Russia, Iran, Turkey and Central Asian Republics are all deeply interested in CPEC and OBOR. India is perceived as being antagonistic to the whole vision of OBOR. Successful completion of CPEC will limit Indian influence in the region, as it will give Pakistan the opportunity to become the pivot of a new trading region.

As said earlier china will not go for chahbahar since its within the vicinity of gawadar and further Iran is also joining cpec.

however, Indians are pursuing for this project just to jeopardize cpec by trying to involve USA.
That is the purpose of India but the purpose of China is to cooperate with both Pakistan and Iran. The development of both ports will help the parts of Baluchistan in Pakistan, Iran and Afghanistan as well as the wider environment. I recently read ( I think in a post by Ambassador Bhadrakumar ) that China already has invested more than India in the port of in Chahbahar.

Again you are quoting from Indian perspective.....

Its imperative that geopolitical scenario needs to be understand here, CPEC is not for China and Pakistan but now ECO/CIS/Russia & Iran are joining in it even recently Saudis show their interest to be a part of this for access to Africa, hence whole region is going to be a part of this...

Indians were trying to sabotage CPEC by destabilizing Afghanistan & Pakistani areas adjacent to Afghan borders..but now Indians are realizing that they are Isolated as CPEC can move on even without Afghanistan (have a look on below map).

Believe US also needs to review there strategy in the region & instead trying to corner China by supporting Indians should join hands with China & Pakistan maintain their presence/say in the region before its too late (India is dead case until unless the change their policies....)

UNITED NATIONS, March 17 (Xinhua) -- The Chinese concept of building "a human community with shared destiny" was on Friday incorporated into a UN Security Council resolution for the first time, mirroring the global recognition of China's great contributions to the global governance, diplomats told Xinhua here.

Also included in the newly adopted council resolution was China's Belt and Road Initiative, which aims to build a trade and infrastructure network connecting Asia with Europe and Africa along the ancient trade routes, they said.

In a unanimously adopted resolution to renew the mandate of the UN Assistance Mission in Afghanistan (UNAMA) for one year, the 15-nation UN body urged to promote security and stability in Afghanistan and the region "to create a community of shared future for mankind."

Meanwhile, the latest council resolution also urged further international efforts to strengthen regional cooperation and implement the Belt and Road Initiative.

The Security Council stressed "the crucial importance of advancing regional cooperation in the spirit of win-win cooperation as an effective means to promote security, stability and economic and social development in Afghanistan and the region to create a community of shared future for mankind," the resolution said.

Since China first proposed the concept in late 2012, it has gone on to shape China's approach to global governance, giving rise to proposals and measures to support growth for all.

In the same resolution, the council "welcomes and urges further efforts to strengthen the process of regional economic cooperation, including measures to facilitate regional connectivity, trade and transit, including through regional development initiatives such as the Silk Road Economic Belt and the 21st-Century Maritime Silk Road (the Belt and Road) Initiative, and regional development projects."

The Belt and Road Initiative, put forward by Chinese President Xi Jinping in 2013, has won support from over 100 countries and international organizations, with nearly 50 cooperation agreements signed between governments.

By adopting the new resolution, the Security Council decided to extend the mandate of the UNAMA for another year, until March 17, 2018.

After the council's unanimous adoption of the resolution, Liu Jieyi, the Chinese permanent representative to the United Nations, told reporters here that the Chinese concept was put into a Security Council resolution for the first time on Friday, thus showing the consensus of the international community on embracing the concept, and manifesting huge Chinese contributions to the global governance.

The Chinese envoy said that latest council move is conducive to creating a favorable atmosphere for China to host a Belt and Road forum for international cooperation in Beijing this May in order to brainstorm on interconnected development.

The upcoming forum will explore ways to address regional and global economic problems, generate fresh energy for interconnected development, and ensure that the Belt and Road Initiative delivers greater benefits to people of the countries involved.

At the same time, Liu also voiced his hope that all UN member states will take an active part in the joint efforts to carry out the Chinese initiative and the Chinese concept by implementing the new council resolution.h Resolutions adopted by the Security Council are legally binding.

Alternatively, this is putting some pressure on India and its approach to the BRI and the validity of CPEC:

Ambassador Bhadrakumar retired years ago. He understands the points you make and is angry that South Block lives in a fantasy world. He would have India reach territorial compromises with Pakistan and China and contribute to as well as profit from these developments.

NAIROBI, March 19 (Xinhua) -- Work on the China-funded Mombasa-Nairobi Standard Gauge Railway (SGR) is almost finished as a Kenyan official said the construction was "98 percent completed."

Project Coordinator of the SGR Project Johnson Matu told Xinhua on Friday that the remaining 2 percent revolves around auxiliary works like drainage, fencing as well as completion of the train stations along the route.

"So far the work is substantially complete, so we expect the train to begin trial operations in June," Matu said.

Kenya has already received some of the locomotives that will run on the 480-km SGR.

Construction of the railway began in January 2015 and is set to be completed in June. The construction was initially supposed to take 48 months.

"The Chinese contractors have deployed a lot of innovations that have reduced the construction time," Matu said.

According to the railway official, the construction was divided into sections that made the exercise manageable.

"Each team had a testing laboratory as well as adequate resources that enabled the construction to be completed ahead of schedule," he said.

There are currently 18 quality testing laboratories along the route to ensure that materials are tested before being used in the construction process.

Matu added that high-quality standards have been maintained despite the railway being completed ahead of schedule.

"The railway has achieved Chinese class-one standard which is recognized globally," he said.

The SGR railway, which will replace the existing line, will have a capacity to move 22 million tonnes of cargo annually.

The mega infrastructure project is also expected to have enormous impact on the economy once it is operational.

"We expect transportation cost especially for goods traveling from Nairobi to Mombasa and vice versa to reduce drastically so that products from Kenyan industries will become regionally and globally competitive," Matu said.

During the implementation of phase one of the SGR project, over 25,000 locals secured jobs as technicians and supervisors.

"The towns where the railway passes will become economic centers that will also provide job and wealth creation for many people," Matu added.

He also noted that the project has fostered technology transfer that has benefited young Kenyans immensely.

"The Chinese engineers have trained their Kenyan counterparts on railways construction and maintenance," said Matu.

US only interest is to containing the PRC and "communism" at someone else's cost...period.
