And still the military expenditure of the the European NATO countries exceeds that of Russia and China together, But US complains, every year, that the "allies" spend too little.

It's a classic strawman Jura. By not detailing what version of the leopard 2 family they are basing their comparison on you can give a very false notion of a incredible performance. since the T-90M is a modern tank it has a far more sophisticated electronics and sighting package then what was available in 1979. "now you could jump in and say well they mean the A7" then why not specify it? why say German Leopard 2 why not Latest German Leopard 2A7+?
By not qualifying the statement and using a generalisation you create a misleading statement.
Furthermore since the A7+ is a very new tank and a lot of the details should be classified of performance of it's electronics and sighting.
Then comes the statement of the gun system 17 percent more muzzle energy but based again on which Leopard2? The older series of Leopard 2 variants used the L44 main gun it's 44 calibers long or 17 feet this is still used in a number of tanks including licensed versions in the M1A1, M1A2 family of tanks as well as the Japanese Type 90 South Korean K1A1 but the Leopard 2A6 moved up to the L55 which is 55 calibers or 22 feet. the difference between the L44 and L55 is between 5,200 to 5,700 ft/s
The Russian gun is already a larger diameter 125mm vs 120mm but which gun? the long barreled L55 or shorter L44?

the longer barrel gun has a higher velocity than the shorter barrel that's the standard rule of artillery. but the shell fired also factors in and since the round are not the same caliber the numbers can skew dramatically.
