The branch that is providing oversight is Congress via funding and in my view has more leverage over this issue than the executive branch. Am I missing something within US politics?
The President is the Commander in Chief of all of the military.

His appointees make up the Secretary of Defense, and Secretary of the Navy...and then it extends on down into the Joint Chiefs.

They have direct command authority over the military.

'nuff said.

This is the way the US Military Command structure is set up and that is the case no matter who is President.

To delve deeper into this set of circumstances though will of necessity get political and on SD we simply are not going to go there.

The solution is either:

A) To accept less commitments, or
B) Get back to eleven operational carriers at least, preferably 12..

They say anything it is not the true they don't know exact status for each CVN
Yet 3 deployed/ in transit : Reagan, Roosevelt, Washington which have at less 1.5 years autonomy again before really need RCOH.

In more ready :
Eisenhower completely with ammunitions aboard !

I think mainly Navy deploy a little less for save money could easy have now one in the 5th Fleet area but not need and USAF have several bases close Iraq/Syria, Al Dhafra, Al Udeid, in Kuwait, eventualy also in Saudi Arabia but use less now.

And you can be sure if necessary our US friends get the number for have a powerful force.

France To Deploy Aircraft Carrier in Anti-IS Fight in Syria, Iraq
The French presidency on Thursday said it would deploy its Charles de Gaulle aircraft carrier to boost its operations against the Islamic State group in Iraq and Syria.

The presence of the nuclear-powered aircraft carrier, the flagship of the French navy, will add to the six Rafale jets stationed in the United Arab Emirates and the six Mirages flying out of Jordan.

The Charles de Gaulle did a two-month stint in the Gulf from February, from where strikes against IS in Iraq were carried out, before returning to its base in the French port of Toulon.

During this time about 20 aircraft carried out 10-15 combat sorties a day, according to the army.

France launched air strikes against the jihadists in Syria in October, after a year of bombing IS in Iraq, saying it was acting in self defense.

France was hit by a jihadist attack in January that left 17 dead and has foiled several other attempted attacks.

The country fears hundreds of citizens that have left to fight with IS in Iraq and Syria will return to launch attacks on home soil.

Since beginning operations in Iraq, French fighter jets have carried out 1,285 aerial missions, resulting in 271 strikes and the destruction of 459 targets.

Only two known strikes have so far been carried out in Syria.

I think you talk for the more close of Persian Gulf/5th fleet, Roosevelt en route for USA finish her deployment with a new homeport change from Norfolk to San Diego.

Now close South China Sea about but USN could very well as I have shown deployed in the 5th Fleet area the Eisenhower more soon don' t need, in her plans it' s all...
