A bit more information on the CZ-11.
The three CubeSats are named Tianwang-1 A, B & C and were developed at the Shanghai Engineering Center for Microsatellites. The TW-1 satellites are two-unit CubeSats and will participate in a series of networking experiments involving a small constellation of low-cost satellites.
According to the "Chinese Aerospace News" (中国航空报) the CubeSats satellites are the result of joint ventures with GomSpace and TEKEVER. With foreign technology and companies involved its surprising how little is known so far.

China and the US hold first space collaboration talks

China and the United States have held their first meeting to promote co-operation and transparency in relation to space.

The "space dialogue", held in Beijing on 28 September, is notable in light of US sanctions imposed on China since 1989 that prohibit transfers of US military, space, and nuclear technologies.

The US Department of State said that the inaugural meeting saw US and Chinese officials exchanging information on space policies and space exploration, and discussing potential collaboration in space activities including those related to satellite systems, observation, space sciences, space debris and outer space.

China's State Administration of Science, Technology and Industry for National Defense (SASTIND) said the dialogue marked the establishment of a mechanism for achieving co-operation in space and aerospace-related fields "in order to increase mutual understanding and trust".

It is a positive first step, but purely symbolic one at the moment. Given the dysfunctional highly partisan state American politics, it is very difficult to see real progress on that front in the short term.

China have spent significant national resources to develop an independent space capability since the 1960's. The Long March family of rockets has a proven reliable track record. After gaining a significant potion of the global commercial launch business by the early 1990's, America conspiracy theorists back by some political interests start to circulate the idea that Chinese rockets are based on stolen American technology, prompting a total prohibition of commercial satellite with any American technology to be launched by Chinese rockets. European satellite companies have responded by development satellite with completely independent IP to be launched by LM rockets. Recently the American policy of Chinese exclusion has expanded to prohibit any space cooperation between US and China. It should be pointed out that these are the actions of a small group of American politicians, and are widely opposed by many American both in and outside of the space community.

Meanwhile as we can see with our own eyes, China space technology continues to progress rapidly without any American inputs. While American space technology companies have lost significant business to European competitors. And more importantly fueling an atmosphere of distrust between the US and China increase the danger of conflicts.

It is important for the US and China to work together in space as on other fronts, but first America must change itself and fix its own government.

Why can't two or three be sent at a time?

It is indeed interesting. LM-3B is more than powerful enough to launch more than one Beidou satellites, it can use the Yuanzheng top stage than can insert multiple sats into different orbits, and China have launched two Beidou satellites on one rocket before. Perhaps it is because the Beidou sat launched this time is a new model with hydrogen atomic clock and it needs to be tested first.
