IF one takes that persons claim at face value, the "when you look at it from system design" comment suggest the US has actually seen the plane or its blueprints.
That would suggest US has spies inside the h20 programme.
Of course, that's again IF that person interviewed is not making stuff up, IF they're in a position to know what they're talking about and IF the article is what it claims to be.

Ultimatley, if you do have spies within the programme, it doesnt make sense to make any comments that might make your opponent suspect that you indeed have spies inside.

Maybe they know something but they sure as hell wouldn't tell the media because in intelligence gathering ie. spying, you protect your sources and methods.
It's the 'missiles filled with water' thing again - if you have people or computer exploits in PLAAF/PLARF this deep, you keep quiet about it.
So yeah I think he's speaking from a broad systems design/air doctrine & experience perspective.

Given DOD was not originally expecting J20 so soon when it was revealed, but also were not expecting it to be as good as it turned out to be, I suspect they have the same lowballed expectations for H20.

Likewise, this same article quotes the water missiles and silo lids propaganda, so I suspect this article is also propaganda.

If the DoD doesn’t know China isn’t good until China is shooting, then how does it know the H-20 is rubbish?

Because this is propaganda. They need to make China look weak and incompetent enough to beat while at the same time making them a big enough threat to justify massive budget increases. Par for the course with imperial psyops.

Meh, seems like a nothing article with just some rando anonymous source. If this anonymous source actually provided very specific and detailed information to back-up their claims, maybe it would be worthwhile. As is, just doesn't seem worth discussing.
