The ongoing saga over France's potential sale of two Mistral-class helicopter carriers to Russia took a new turn Monday with Chinese media reporting that representatives from the French in Shanghai could propose a deal to sell the warships to China.

that his officials did not intend to seek any penalties or fines from France over the postponed sale but instead would seek only repayment of the costs incurred on the Russian side if the sale were to fall through.

The problem with a China deal is that the ships have been built to Russian specifications. The first of the two, the Vladivostok, has already been taken on sea trials by Russian naval personnel, while the second ship, the Sevastopol, now also appears to be ready for sea trials.

But for now, they have nowhere to go.

Since the onset of the crisis in Ukraine, the French government has agonised over the €1.2 billion contract (£863 million, $1.3 billion). After tense negotiations, France succeeded in getting existing contracts excluded from the European Union's package of sanctions against Russia over its role in supporting rebels in eastern Ukraine.

Both of these conditions are unlikely to be met before Russia pulls the plug on the deal. So a new buyer has to be found, or the ships could end up as scrap.

That is where China could come in.

Chinese media have latched onto the point that among the group of French vessels now in Shanghai is the Dixmude landing vessel — the first Mistral-class ship to visit a Chinese port. This has sent the rumour mill into overdrive, with claims that France is using the trip as a way to show off the vessel ahead of a proposal.

But there's a one problem with the theory: It would still cost hundreds of millions of euros to refit the ships to meet China's requirements. That may be only a fraction of the combined cost of the two vessels, but it nevertheless represents a substantial increase on the original price that will have to be taken on by the prospective buyer or swallowed on the French side.

A deal with China may not provide the profit that the French side has been hoping for from the deal, but it would at least end the rising cost.

Mistral deal cancellation may cost France up to 5 billion euros — reports

PARIS, May 14. /TASS/. The cancellation of a deal on delivering Mistral-class helicopter carriers to Russia may cost France some 2 billion or 5 billion euros, the French weekly Le Point reported on Thursday.

"Instead of bringing the French shipyards corporation DCNS the profit of 1.2 billion euros and its contractors some 890 million euros, the cancellation of the deal may cost France approximately 2-5 billion euros due to non-performance of the contract," the report says.

According to the report, now the French and Russian sides "have significant differences in regard to compensational payments" in case of the non-performance of the contract. "France is trying to return Russia the sum less than 890 million euros that has already been paid earlier," it says.

On May 16, the period of force majeure circumstances that allowed a temporary delay in the handover ends and Russia will get the full right to demand compensations for the non-performance of the contract, the report says.

Under the contract, Russia was expected to receive the first of the two warships, the Vladivostok, in the autumn of 2014. However, Paris suspended the ship’s handover to Russia at the very last moment over Moscow’s stance on developments in neighboring Ukraine.
It was planned that the second ship dubbed the Sevastopol would be handed over to Russia in the second half of 2015. But the deal was suspended like in the case with the first Mistral ship.

Results of Consultations between Russia, France on Mistral Expected by June

Deputy director from the Russian Federal Service for Military-Technical Cooperation said that Paris and Moscow are holding consultations over the situation of the Mistral-class helicopter carrier ships that were not delivered to Russia and expect to reach an agreement by the end of May.

LIMA (Sputnik) – Paris and Moscow are holding consultations over the situation of the Mistral-class helicopter carrier ships that were not delivered to Russia and expect to reach an agreement by the end of May, a deputy director from the Russian Federal Service for Military-Technical Cooperation told RIA Novosti on Friday.

“Consultations are being held currently with France on settling the situation within the frameworks of agreements reached between the presidents of Russia and France. We’re expecting results at the end of May,” Anatoly Punchuk said.

He said that the negotiations process on the Mistrals are being held with mutual understanding and are showing some positive trends.

“According to our assessments, the French side is set on a mutually acceptable solution to the situation at hand,” Punchuk added.

Russia and France struck a $1.5-billion deal for two Mistral-class ships in 2011. The first ship was scheduled to be handed over to Russia in November 2014, but the ceremony was postponed. French President Francois Hollande halted the delivery, citing Moscow's alleged interference in the Ukrainian crisis.

Russia has repeatedly dismissed allegations of involvement in the Ukraine conflict as groundless and criticized France for not executing its contractual obligations.

On April 22, Hollande said Paris would refund Moscow in the event of non-delivery of the warships.

Earlier on Friday, the Russian Kommersant newspaper reported that Paris has sent proposals to Moscow on terminating the contract. According to the proposals, Paris will pay back $865 million if Russia consents to authorizing the sale of the ships to a third party.

Heh! Heh! doing the right thing is "always" costly, the French have shown a little leadership here, and they recognize the threat that Putin's Russia poses to the whole of Europe, particularly those former Soviet Republiks??

Shame we are so "Flexible" after the election?? right, but then Putin is "schooling" this present crowd on how its done "OLDSKI SKOOL"! his primary student hasn't learned a thing yet??? but he is flexible

France and Russia already negotiating the cancellation of the Mistral program

(Defensa.com) France and Russia would already negotiating the cancellation of the program of helicopter carrier Mistral class vessels issued by Russian media. Two factors would condition the resolution of this conflict, first you have to reach an agreement on economic terms but on the other hand France wants to export vessels to third countries, something to which Russia opposes in principle.

The newspaper Kommersant quoted Russian government sources who claim that France had made a proposal whereby Moscow would be returned to Russia 756 million euros and in return receive approval to export to third of the two vessels. This proposal would have been rejected by the Kremlin calling for a payment of at least 100 million euros. In any case, the Russian government has estimated that the cancellation of the supply of "Vladivostok" and "Sevastopol" will entail a cost of 1,154 million euros. Moscow also oppose the re-export of two ships if you do not reach an agreement on the issue of economic compensation.

Given the possible suspension of the contract, Russia has already warned by his deputy defense minister that the French government will afford to pay for losses that may mean for Moscow's cancellation of this agreement, in addition to what it might mean in terms of " reputation "and" credibility "to France as an international partner. DCNS faces a penalty that at first would result in compensation for breach of contract of 1,050 million euros.

But this figure must be added approximately 1,800 million euros in the event that any court ruling assess the full impact on the customer and the Russian industrial partners, bringing the total penalty would be around 3,000 million euros. France, Germany and Italy launch the 2020 European MALE UAV

(Defensa.com) France, Germany and Italy have signed a Declaration of Intent (DoI) for the definition study of a unmanned aerial vehicle (UAV) Medium Altitude Long Endurance European (Medium Altitude Long Endurance or MALE). The three countries signed the document sets up a definition study two years to develop a European capability in the area of unmanned aircraft systems for surveillance missions, reconnaissance and intelligence (ISR) yesterday.

The definition phase of the call MALE 2020 will serve to unite the customer requirements and reduce technical and financial risks of the program. If everything progresses as expected, following this period, it was decided to develop and acquire this system by the three countries.

Major European countries have for years claiming a European capability in areas how are you own instead of buying Israeli or American systems origin to consider this as a strategic capability. This sovereign solution would both surveillance and reconnaissance missions of a military nature to civil security applications.

The decision has been welcomed by the three companies that participate in this program: Airbus Defence and Space by Germany, Dassault Aviation by France and by Italy's Finmeccanica. These companies agreed in May last year to make a proposal for the definition of 24 months after which there will be the stage of development and ultimately delivery to begin in 2020.

In March, the Spanish Ministry of Defense presented the Director Plan RPAs in which he presented his intentions in this area, act in which he predicted that Spain would stay out, at least initially, of this program. This week it was announced the joint development of a Class III RPAS by Germany, France and Italy, which have already positioned the Airbus Defence and Space company, Dassault Aviation and Alenia Aermacchi representing each of these countries and now is formally launched. It is planned that an agreement between the three countries in the Paris Air Show to be held in June is signed.

The Spanish Ministry of Defense is studying the adoption of an interim or transitional to meet your needs of a MALE or Class III RPAS solution. This would cover the current shortcomings and would define the requirements for Spanish participation in a European program that does not materialize before 2025. The European program should be Spanish industrial participation as soon as possible, preferably in the feasibility stage.

In the Spanish Ministry of Defense there is a program office for strategic MALE and HALE has already launched the RFI (Request For Information) and a feasibility study. The main candidates are the Predator / Reaper US General Atomics (associated in Spain with Sener and Hero of Israel Aerospace Industries, evaluated by the Civil Guard in Spain.

The Aquitaine frigate, seeded the multimission frigate program (FREMM), has successfully drawn its first Sea-Mer 40 Exocet missiles and naval cruise missile (MdCN). These shots were made respectively on 12 and 19 May in the center DGA missile tests off the island of Levant.

Both synthesis shots prepared by the crew of the Navy, teams from the DGA and industrial MBDA and DCNS in the context of the audit of military capabilities FREMM before admission to active duty. This is another milestone that was reached, after firing an anti-aircraft missile Aster 15 2013 and March 13 commissioning of the MU 90 lightweight torpedo on the Cayman Navy helo.

The MdCN is intended to hit targets in the depth of enemy territory. With a range of several hundred kilometers, it is suitable for destruction of high strategic value infrastructure missions.

The success of this shot is an essential step towards the implementation of the triptych FREMM / Cayman / MdCN which will be the "strategic rocking" of the White Paper on Defence and Security of 2013. The operational appreciation MdCN made a military and political tool unmatched in European armies.
