Japan signs arms deal with France to broaden military role

TOKYO — Japan and France signed an arms transfer agreement Friday, paving the way to develop drones and other unmanned equipment together as Japan seeks to play a greater international military role.


In talks on diplomacy and national security, the two countries’ foreign and defense ministers reached an agreement aimed at exchanges of defense equipment, services and technology and starting talks on specific projects. The ministers signed the agreement at a joint news conference following the talks.


Prime Minister Shinzo Abe’s government is preparing to make legal changes to accommodate plans to bolster Japan’s defense role, allowing it to defend a foreign country under attack amid China’s growing military presence in the region.

Exercises of this nature are productive to identify and exploit weaknesses so that you find out in an exercise rather than in a live environment. The prospect of a hit and the possibility of such an event is well within the realm of expectation, However this report looses a lot of credibility when it states that most of the escorts were also taken out. Exploiting an opportunity is one thing but concurrently sinking most of the escorts in the process is too enriching for my imagination.

On the morning of the last day, the order to attack was finally given, allowing the Saphir to pretend-sinking the USS Theodore Roosevelt and most of its escort.

By the end of 2015, the French Navy is scheduled to have begun upgrade work on its three Mistral-class landing helicopter dock BPC (Bâtiment de Projection et de Commandement) amphibious assault ships Mistral (L9013), Tonnerre (L9014), and Dixmude (L9015) with the aim of reinforcing their autonomous protection capability.

Each ship will be outfitted out with two Nexter Systems NARWHAL 20B remote weapon stations and two Sagem Electro-Optical Multifunction System - New Generation (EOMS-NG) day-night, gyro-stabilised, infra-red search-and-track optronic systems.

The current two 20 mm 20F2 cannons will be withdrawn, although the ships will keep their two MBDA SIMBAD launchers armed with two ready-to-fire MISTRAL very-short range surface-to-air missiles.

Dixmude will be the first ship to receive updates beginning in late 2015, followed by Mistral in 2016, and Tonnerre in 2017. The installations will occur during the ships' intermediate refits, the French Navy told IHS Jane's .

The NARWHAL 20B system features a gyro-stabilised mount, 20M693 single-feed automatic cannon with firing rate of 700 20 x 139 mm rounds/min, and an Exavision electro-optical payload. Six systems were purchased by DCNS in July 2014.

Six EOMS-NG systems were procured under a contract placed by DCNS in March 2013. Additional systems were acquired for the landing platform dock vessel (LPD) Siroco (L9012). The system offers 360° long-range panoramic search, and automatic detection and tracking of incoming threats (including anti-ship missiles, aircraft, and fast attack craft) using a high-resolution thermal imager, a TV camera, and a laser range finder.

Both systems can be controlled via the ships' combat management system or an operator console installed in the bridge.

DCNS ordered a total of 22 NARWHAL 20B systems, to equip also the navy's FREMM multimission frigate. The first FREMM fitted with the system was Normandie (D651), which was recently sold to Egypt and will be delivered by mid-2015 with a NARWHAL system installed.

The Gowind corvette L´Adroit was the first ship to receive the EOMS-NG system. It is understood that the F 70 Cassard-class and Forbin-class Horizon guided-missile destroyers, Floréal-class guided-missile frigates, and the aircraft carrier Charles de Gaulle will receive it also.

French Navy NH90 NFH Caïman Achieves IOC for the Release of Countermeasures

The French Navy (Marine Nationale) announced this week that its NH90 Nato Frigate Helicopter (NFH) "Caïman" achieved its Initial Operational Capability (IOC) for the release of countermeasures. This new IOC closely follow the IOC for anti-submarine warfare which we reported a couple weeks ago.
According to the press release, parts of the ant-missile protection modes are now available to the French Navy NH90 crews.

This is one more step for the NH90 Caiman as it becomes increasingly operational with the French Navy. The next steps will involve the training component capability, with the commissioning of the first flight simulator at Lanvéoc Poulmic Naval Air Station (in Britanny) in the coming weeks. The ESM electromagnetic detection system capability is expectd to be achieved in 2016.

The French Navy (Marine Nationale) announced today, March 13, that its NH90 Nato Frigate Helicopter (NFH) "Caïman" Achieved its Initial Operational Capability (IOC) for Anti Submarine Warfare (ASW) missions with MU90 Torpedo. This is a major capability step for the FREMM / NH90 combo that can now deal with the submarine threat from a safer distance.

With the next month start of construction of the first of four corvettes Gowind kind commissioned in 2500 by Egypt and selling the country to the multi-mission frigate (FREMM) Normandy, DCNS Lorient site will see its industrial ramp up. Or rather return to a situation similar to that which was to be held prior to the budget cuts in the Department of Defense lead to a spreading of the FREMM program.

The assignment to the Egyptian Navy Normandy, second French frigate of this type will lead to the construction of an additional building allowing the Navy to have six FREMM 2019, as provided by the military planning law.

According to the new schedule set, Provence, which began testing in October, is expected to be delivered to the French fleet this summer, while the next FREMM, the Languedoc, set afloat in July, must realize his first sea trip by the end of the year. In September, DCNS will proceed to the last wave of the fourth French FREMM, Auvergne, being assembled in the form of construction of Lorient. Where the mounting of the next frigate future Britany, has also started. Egyptian corvette, with delivery scheduled from summer 2017, must then be inserted between the FREMM, knowing that the cutting of the first sheet of the sixth French frigate has not yet occurred.

For the record, the other three Gowind 2500 must be made of technology transfer by Egyptian sites. The contract does include an option for two additional units which, if strengthened, could see the fifth and sixth corvettes built in Lorient.

DCNS, who still hopes to sell FREMM export, especially in Saudi Arabia, must also complete two derived units dedicated to air defense, FREMM DA, whose delivery is scheduled for 2021/2022. The French contract, which currently carries a total of 11 buildings will be reassessed end of 2016. It is possible that the construction of a three FREMM be abandoned in favor of the new program of intermediate size frigates (FTI). Units called to replace La Fayette in 2025 and two in five copies will be made based on the final number of FREMM, knowing that the White Paper on Defence fixed to 15 the number of senior Navy frigates national must have in 2025: two frigates of the Horizon type two FREMM DA, six to nine FREMM and two to five FTI.

It will be recalled that the DCNS Lorient site, which employs 2,200 people and sustains 800 subcontractors had seen her in the 2000s sized industrial tool to deliver to a FREMM every 7 months (from the time the program covered 17 frigates of this type). A widely slower pace, causing production capacity, even with the acceleration of the rate related to Egyptian contracts, are still far from saturated.
