Do you think that its easy to develop these things? how many countries besides the USA and USSR have develop a transport aircraft in the IL-76 class? none afaik. Even the soviet navy never had anything amphibious bigger than ivan rogov which is much smaller than type 071.

Money. And lots of monies are needed to develope and build these stuffs... especially when no one is willing to sell top of the line equipment to china and so she had to develope all these assets herself.

Why does this test ship have so many holes in the hull? Also why are there so many oval openings in the upper part of the ship?

Many Chinese ships have these characteristics barring Type 056, Type 054 etc etc

Sub chasers, salvage ships, mine sweepers, etc etc all have these holes and openings? Looks terrible and out of date

Because crew members would like take a look outside once in a while, been completely enclosed in environment won't do good for moral. And it isn't a hardcore warship, so RCS reasons isn't compelling enough to not having windows.

I think there is 4 elements of warfare China lacks in

One, is amphibious assault, which has been corrected to some extent by 3 x Type 071 LPD but China is still far off
Two, replenishment at sea and this has been addressed by the 2 x new Type 903A replenishment tankers but again this is not enough especially if the 903A cant replenish a aircraft carrier
Three, air-to-air refuelling which has not found a true solution apart from H-6
and four airborne transport which China lacks,

number 3 and 4 will be solved when Y-20 enters service, and looking at the cancelled IL-76 and IL-78 order the Y-20 production might even exceed 100 units but really until then 3 and 4 really need attention, funny thing is, these 4 elements have been recognised way back as early as year 2000, and still there is still no definitive solution

I would add a fifth which are cargo ships or ships use for prepositioning massive amounts of equipment or for crisis deployment etc.

There are also secondary elements which China is still behind in namely ASW, sub surface warfare and aircraft engines (we're all familiar with that). But these are understandable because making world class submarines and sonars are a lot harder than making a rifle, tank or even an aircraft. With time however China will produce submarines that are as capable as any Western navies but that is probably couple decades away.

I think this decade will see a significant improvement in China's fighter force, airlift and amphibious capabilities with the J20s, J 60s etc...Y-20s and probably more LPD's like you said. Next decade of 2020-2030 will see them mature in carrier operations, sealift capabilities and will finally become true blue water navy with a couple ocean going self sustaining CBG's... maybe even a CVN or two.

Like I said before the Pacific Ocean will become a very very small place in the coming decades!!! Let's hope everyone continues to play nice in the pond!
