213 in the number means area code of LA, Calif.

(also forgot to link to SCMP story: https://www.scmp.com/news/china/military/article/2173058/china-using-incentives-spark-civilian-reporting-underwater)

The Germans must be mistaken. Don't you know the NSA only helps secure america and it is Huawei that is spying on the world through the NSA?

Nice 'n classical case of anti anything propaganda, and extremely subjective interpretation of data.

Article 27 of Vienna Convention on Diplomatic Relations makes it possible for any country to send package ( with unlimited size) from diplomatic mission to any other official location belong to a given country.

The USA use this facility to transport 1000 of tons of goods in every month between diplomatic locations from Baghdad to Helsinki.
Probably few package contain humans as well, who knows? Anyway, the usage of the facility by this way is against the convention, that doesn't supposed to allow the USA to run international smuggling with the article 27 .
    http://www.helsinkitimes.fi/finland...to-finland-and-dozens-of-other-countries.html

So, for official goods transport there is no need to cheat with screening and so on, if a Chinese diplomat stamp the package then the airport officials has no right to check the content of it by any means,or to restrict the transport of it, or to stop the courier of the package .
It means that the case was simple commercial smuggling, without any Chinese official approval, and it has no business with the Chinese government.

They paid her with liquor and electronics? And they didn't even give them to her; they allowed her to shop for them at cheaper prices! LOLOL It was probably a personal favor to bring some Coach bags or Chanel perfume into China while avoiding customs taxes. If anything, China should prosecute her, not the US.

Yeah it also sounds like this to me rather than some big conspiracy. I mean diplomats have ways to pass packages and you could always use a private aircraft on a secondary airport to carry a package. Seems just like ordinary smuggling being made by someone there as a side business.
