The official position is that this includes modernisation of equipment and salaries. In effect Investing in Personnel Standards for Recruitment and Retention. No point having a 30W Range Plasma Gun if nobody knows how it works;)

If last years budget of $30 billion didn't include those, it's very unlikely this years $35 billion does. Real budget for 2006 could be some 10 billion bigger than real budget for 2005 was. I guess we might be approaching $60 billion in 2006.

I'd say we're at least looking at $45 billion. China could already be the second-largest spender in the world.
