This often done in the context where the ship yard building the hull is responsible for the hull and machinery, and another entity take the responsibility or assumes management for the military equipment and the fitting out.

The ship yard takes the ship out to run machinery trial when the hull and engineering plant is complete, and then delivered the sea worthy hull to the agency or entity that manages the rest of the fitting out.

The smoke indicates propulsion plant is essentially complete. So I am expecting an engine trial long before most of the rest of the fitting out is done. After the engine trial I expect there would still be 12-18 months of further fitting out, before a true shake down cruise.
Starting the engines up dock side like that could be the initial trial. They do not have to put to sea to test the engines fairly nicely dock side.

We shall see.

Any learned member can shed some light about filling up the place with the recently pushed out aircraft carrier from dry dock is there a possibility for another one building on the same site? Or something else will come up

Hi just a thought not beating war drums but isn't it be little bit exaggeration in now a days to drag the war beyond say six months or more as per the technology and other advancements in the war theatre
So my thoughts are you might not be needed oil reserves like WWII
Any learned member can put some words against it

The Chinese are defintely going to build more carriers.

I am thinking that CV-002 is probably already building some where else...perhaps Shanghai.

It is likely that something else will build there in that space where CV-17 was built. But they may yet build another carrier there later.

Time will tell.
