BEIJING (Reuters) - The carrier group led by China's first aircraft carrier, the Liaoning, has reached "initial" combat readiness, the defense ministry said on Thursday, in another significant step in the country's ambitious military modernization program.

Little is known about the aircraft carrier program, which China regards as a state secret.

It is part of President Xi Jinping's sweeping plan to refurbish the armed forces by developing everything from stealth jets to anti-satellite missiles, as China ramps up its presence in the disputed South China Sea and around self-ruled Taiwan.

China bought the Soviet-era Liaoning secondhand from Ukraine in 1998, before refitting mainly for training use as it honed the ability to operate fighter jets at sea and with other warships.

But the Liaoning has gone on increasingly high-profile missions recently, such as sailing around Taiwan, which China claims, and into the South China Sea.

The Liaoning and its accompanying carrier group had successfully been carrying out training missions, Defense Ministry spokesman Ren Guoqiang told a monthly news briefing.

"The carrier group's exercises have been deepened to include combat operations in the open seas. It has initially formed a system combat capability," Ren said, without elaborating.

China's second, domestically-developed, carrier, began sea trials earlier in May. It is as yet unnamed.

Chinese military experts have told state media the new carrier, built in the northeastern port of Dalian, is not expected to enter service until 2020, once it has been fully fitted out and armed.

It's a huge milestone for PLAN's carrier ambition. Basically what he is saying is Liaoning has successfully completed ALL aspects of carrier operations, desk handling andnaval aviation. The night traps and night operations were one of the last things they had to do.

Liaoning is basically combat ready. The only thing going forward is to just maintain a high level of consistency and rinse repeat all the things they've done until it becomes 2nd nature but those things can only be accomplished with time.

PLAN is now in a very select group of countries that has fully completed all aspects of carrier aviation. It's not easy so kudos to their hard work and preseverence.

It doesn't mean that if a nation owns a carrier or two they know how to operate them fully not to mention night operations. The worse example being Thailand but I believe India may also be lacking in some regards as well despite having a few.

That's what I suspected all along: if need be, she'll be pressed to real world service beyond being a pure "training CV", just like the USN CV-67 was. When in port for rest & repairs, other CV/Ns will do their training.

John F Kennedy (CV 67) was designated as a reserve force ship but never served as a reserve carrier. JFK did from time to time conduct carrier quals as do all USN CVs.

The impetus for this initiative was post-Cold War defense spending in the mid-1990s, however, the Naval Reserve was never adequately funded to accomplish major maintenance actions for the Kennedy, further exacerbated by additional defense cutbacks that eliminated Carrier Air Wing Reserve 30 and the downgrading of Carrier Air Wing Reserve 20 to a non-deployable

and the return of many of the Reserve's front-line combat aircraft to the active duty force.

Personally I think that Liaoning will eventually be a full time fully operational CV. Right now because the PLAN CV program is in it's earlier years CV-16 will be used frequently for training.
