Sorry ??? I really do not understand Your post.
My point was simply that even if both types overlap in capabilities and it is surely not ideal to have two so much similar systems, the JL-9 was already available much earlier.
JL-9: maiden flight Dec. 2003 - delivery & 'service' entry of preserials at the FTTC May 2007 - certified Dec. 2011 - IMO related due to being in fact a JJ-7-spin-off development.
L-15/JL-10: maiden flight of L-15 early 2006 - maiden flight of JL-10/AJT July 2013 ... service entry ???? - IMO mostly related due to being in a new design.

I meant JL-9 first flight was in 2003 and JL-15 was in 2006 so only 3 years different, sorry if it wasn't too clear
