Some PLAAF Su-30MKKs were painted in aggressor camo even though they're front-line assets. There's no distinction between a front-line aircraft and OPFOR aggressor aircraft, they simply have to switch out the pilots between roles. I don't know why they didn't paint the Su-35s in PLAAF low-viz but it's not a big issue.

Well there should be little doubt in anybody's mind that those SU-35 will be fully combat ready and a part of the SCS patrol and anywhere else they might be needed, they will NOT be confined to play bad guys.

But right now ignoring Rgt, base can be also for ECS or other ?

I still can't tell Su-35 from Su-27.

Su-35 lacks the airbrake on its back.
The IRST is offset to the right on the Su-35, but centered on the 27.
Su-35 has in flight refueling probe on its left hand side, near the cockpit. Su-27 has no IFR probe.
Su-35 has a twin wheel front landing gear, while Su-27 has a single wheel.
Su-35 has no pitot tube on its radome, while Su-27 has one.
Su-35 has a shorter tail sting, closer to one on Su-33, than Su-27 does.
and so on...

All these are details, so to speak. So from a distance it can be almost impossible to tell the two apart.

IMO it's most of all the vertical tails, which are very much different ...

That's exactly the reason, why I'm almost sure that bird at Dingxin is indeed a Su-35:
