Probably to protect the operator from the backblast. If you take a look at the picture below this one, It would be very unconfortable if not outright dangerous for the operator to sit in that fabric chair slightly offside of the missile.

Is that little Tin Can shaped object on top of the winshield its seeker? Kinda small though...

Not sure why you would want this when a similar launching system can be mounted on a jeep. Maybe it is easier to hide.

Probably as point static defence against low flying aircraft or helicopters. If the system is going to be sitting there for a long time, no need to make it mobile and place it on a jeep. Probably for use around airfields or other installations that could be vulnerable to low flying aircraft attacks.

Well with the wheels to it's side and the thing to bound it to a truck jeep in the fron (what's the name for it) I think it can be pretty mobile. Though of course not as a jeep can be.

Right, it's a different kind of mobility. It can be towed, but needs something to do the towing. The jeep based system probably can't shoot on the move either, so the difference is only slight. Being static isn't terribly bad considering how small it is (~how easy to hide), and being without a radar just makes it even more easy to keep hidden.

That configuration probably won't be defending field armies, but fixed assets as you suggested. The thing is, fixed assets are less likely to be under attack by low flying aircraft/helicopters these days, and I doubt this system would be effective against PGM.
