A court in the Ukraine has frozen the shares controlled by a Chinese firm in one of the world’s largest aircraft and helicopter engine manufacturers, according to Ukrainian media reports.

The move effectively blocks the firm’s controlling stake in the aerospace manufacturer Motor Sich, whose products include military aircraft engines.

The Ukrainian security services allege that the purchase of the company’s stock by groups controlled by Beijing Skyrizon Aviation was an attempt to take its assets out of the country, leading to its liquidation, the news agency Interfax-Ukraine reported.

A court in Kiev froze shares for a 41 per cent stake in the firm owned by offshore companies controlled by Beijing Skyrizon last week, according to the article.

The Chinese firm indirectly controls a 56 per cent stake in the firm, the report said.

Beijing-based Beijing Skyrizon was established in October 2014 with registered capital of 1 billion yuan (US$153 million) and it is owned by Wang Jing and Du Tao, according to publicly available business registration information.

The South China Morning Post was unable to make contact with the company by email. Phone calls to its office in Beijing also went unanswered.

The company reached a deal in May with Motor Sich to invest US$250 million in the Ukraine plants of the manufacturer, which employs nearly 22,000 people. The pair also agreed a plan to set up a plant in the Chinese city of Chongqing for the assembly and servicing of plane engines.

The deal was announced by Ukraine’s First Deputy Prime Minister, Stepan Kubiv, when he was visiting Beijing for the belt and road international trade initiative summit in May.

Emails asking for comment sent to the Ukrainian embassy in Beijing were also not answered.

Motor Sich’s engines include models used on the Antonov An-124 cargo plane and the Antonov An-225, the largest military cargo aircraft in the world.

China is in need of high-power aircraft engines as it carries out massive reforms of its military to make it a more modern and efficient fighting force.

The PLA now largely relies on Russian-made engines for its aircraft.

China is developing power units for its new Y-20 transport aircraft, but it can carry a much smaller payload than the An-225 planes.

Motor Sich technologies could be valuable to Chinese scientists and engineers working on developing high-powered aircraft engines, according to Xu Guangyu, a senior researcher at the Beijing-based China Arms Control and Disarmament Association.

“It could serve as good reference, but even if their technologies are unavailable it would not have too much effect because China’s domestic research has been making progress,” Xu said.

Ukraine has previously supplied military equipment to China.

Its first aircraft carrier, the Liaoning, was initially built in Ukraine before it was bought and refitted for the PLA. The carrier was originally designed for the Soviet navy.

The Ukrainian security services has investigated local officials at Motor Sich over allegations that they were aiding the “withdrawal of assets of the enterprise from Ukraine”, the Kyiv Post newspaper reported.

The unidentified officials sold a controlling stake to the Chinese investor “to weaken the state by destroying the said enterprise as an object of important national economic and defensive significance”, the security services were quoted as saying.

The Chinese owner of Skyrizon filed for a permit from Ukraine’s anti-monopoly authorities in June, declaring ownership of a 41 per cent stake, the report said.

Ni Lexiong, a Chinese military commentator, said foreign ownership of key military industries was a sensitive issue in many countries.

“There are always political factors in such deals involving military technologies. Western powers have a strong influence on the present Ukrainian government,” he said.

The most valuable part of the company are the people working in it. China can build the plant in Chonqing and hire Ukrainians to help run it. Don't pay for intellectual property until this obstruction is removed.

Well having Russian or Ukrainian engineer to work in China is not unusual Back in 90's when Soviet Union implode many Russian engineer find employment in China. Though their contribution is important, having a company with their IP at your disposal is better. Because they have complete set of engineering, manufacturing, management team with them

But by blocking the sale the Ukrainian gov only shoot themselves in the foot because Motor Sich lost their main Customer which is the Russian and not viable anymore as independent company. Without infusion of capital and access to large market Motorsich will go bankrupt
China might lost a short cut into large engine manufacturing But eventually they will figure it out by themselves. And as you said they can revert to poaching the main scientist or engineer from motor sich

A scandal has blown up in Ukraine over the sale of a controlling stake in aircraft engine maker Motor Sich to Chinese investors. A Kiev court arrested the shares amid an investigation by the Security Service. Russian military expert Vasily Kashin explains what may have prompted Kiev's sudden change of heart over military cooperation with Beijing.

Commenting on the fate of the legendary company in an analysis piece for Sputnik, Russian military observer Vasily Kashin noted that the story surrounding the Ukrainian-Chinese military technology trade goes back decades. He recalled that after the collapse of the Soviet Union, Kiev quickly became the second most important source of military technology for China after Russia.

"Cooperation with Ukraine included such sensitive areas as space technology, aircraft engine building, missiles, radar facilities and ships' power plants," the analyst wrote. "Often, Ukraine would help China to bypass restrictions on the export of military technologies that existed in Russia, or transferred technology to its Chinese partners at much lower prices."

Kashin added that notwithstanding the strong influence the US would have over Ukrainian politics starting in the 1990s, "Washington did little to stop this cooperation. The Americans intervened only in instances of particular importance, such as Kiev's attempt to supply a number of Soviet Kh-55 [long range] cruise missiles to Iran and China in the early 2000s."

"US inaction could be partly due to ignorance, or arrogance," Kashin suggested. "In spite of the presence of a large number of American advisers in Ukraine for many years, including in the country's military structures and security services, the events of 2014 showed that the US had a poor understanding of the real situation in the country. Nevertheless, judging by recent publications in the US press and specialized publications, the subject of Ukrainian military technical cooperation with Asian countries has started to attract growing interest."

For its part, Motor Sich has had a similarly long history of cooperation with China in the development, repair and supply of engines for military transports, combat training aircraft, UAVs and cruise missiles.

After the deterioration in relations with Russia in 2014 and the loss of the Russian market shortly thereafter, the aircraft engine maker turned to China. Until recently, Kashin wrote, "the contacts between Motor Sich and the Chinese were met favorably by Ukrainian authorities. In May, Deputy Prime Minister Stepan Kubiv called plans to produce and service aircraft engines in Chongqing, central China using Ukrainian technologies a 'great achievement'."

At that time, Beijing Skyrizon also promised to invest $250 million US in Motor Sich's Ukrainian plants.

Now, based on the investigation by the Security Service and the seizure of the Chinese investors' stake in Motor Sich, Kashin suggested that "it's possible that this cooperation has finally attracted Washington's attention."

"If the existing projects on joint ventures and technology transfer are stopped under pressure from Ukraine's security services, China will have to go back to the old methods of attracting these technologies: purchasing individual licenses and documentation, and inviting individual specialists [to China]. This could significantly slow the progress of Chinese programs."

According to Kashin, if Motor Sich is a politically motivated play by Washington to 'get Kiev back in line', China can expect problems in cooperation with other enterprises in Ukraine's military-industrial complex as well, particularly Yuzhmash, the aerospace firm which US media recently claimed was behind the successes of the North Korean missile program.

Ultimately, the observer stressed that "the risks associated with cooperation with a US client state with no independent foreign policy should have been obvious to China. In this respect, the lesson of Sino-Israeli military-technical cooperation is indicative. In the early 2000s, under US pressure, Israel in an instant sacrificed many years of ties with Beijing."

That affair forced Israel Aerospace Industries and other Israeli companies to abandon several high-profile projects with Beijing, leading to breach of contract penalties, as well as significant reputational losses.

"It's entirely possible that something like this now awaits Sino-Ukrainian cooperation as well," Kashin concluded.

To the contrary China should continue to salvage whatever is of value in Ukraine, especially people, while Russia continues to avoid war and Ukraine is destroyed by its own regime.
