Hopefully this is effectively implemented and helps real car EVs (rather than glorified golf carts) gain market share at a faster rate but EV infrastructure is the real hurdle.

China to use carbon scheme to boost electric car numbers: draft rules

China, the world's biggest auto producer, plans to include carmakers in its planned national carbon trading scheme to encourage the manufacture of more electric vehicles, according to a draft of rules being circulated in the industry.

Domestic makers and importers of fossil-fuel cars will have to participate in the scheme if they meet a minimum production or sales threshold, according to rules drawn up by the National Development & Reform Commission (NDRC) and posted on a local news website on Thursday.

There are no details yet on where the threshold will be set, but the document also said some makers of new energy vehicles (NEVs) - plug-in electric and hybrid cars - would be able to participate in the scheme.

The draft will also circulate within regulatory bodies including the Ministry of Industry and Information Technology, which oversees manufacturing industries, until Aug. 25 for consultation, an official with the NDRC confirmed to Reuters.

It was not clear how much longer the review process will run after that or when the program might be implemented.

The policy would likely benefit China's top NEV producers such as BYD Co and BAIC Motor Corp, which have stepped up production of traditional hybrids in recent years.

Companies included in the scheme will be able to sell carbon permits earned from cutting down on the release of CO2 emissions, whereas those with higher emissions than they are allowed will have to buy permits.

"The carbon emission quota policy will promote the health of the new energy vehicle market," said Ye Shengji, deputy secretary general of industry body China Association of Automobile Manufacturers, on Friday.

China is going to issue carbon permits to some 8,000 companies - fewer than earlier expected - in eight industries by the first quarter of next year in preparation for the launch of its national CO2 trading scheme, said Jiang Zhaoli, a senior climate official, to state media last week.

The number of the permits given to auto makers and dealers will be measured by the ratio of their NEV output versus the number of fossil fuel cars they make or sell, said the draft.

China produced 177,000 NEVs in the first half of the year, up by 125 percent from the same period last year, but making up less than 1.4 percent of the total, official data showed.

China wants to have 5 million NEVs on the nation's roads by 2020. Experts say a lack of charging stations and battery quality remain the primary barriers to long-distance driving and greater penetration of the market.

China's surge in NEV sales since 2014 has been supported by financial incentives that will total to 400 billion yuan ($60 billion) for the 2015-2020 period.

The China Association of Automobile Manufacturers said on Friday that it maintained its earlier forecast of 700,000 new energy vehicle sales this year.

South Korean sources say North Korea sold to China for $75 million its fishing rights in the Korean peninsula. I imagine South Korea isn't too happy about that since they complain to China about infrastructure projects on the Chinese side of the border with North Korea.

Some people is just overly self-important. NK is as much sovereign as SK, what is there for SK to complain about? If SK really think that it has a say (legally) about NK, they should have never established diplomatic relation with China without China severing diplomatic relationship with NK. I have read lots of articles from SK medias stating why China should support and facilitate a SK led unification of Korea. I always wonder what the authors were smoking?

This is a tit-tat ("punishment") for THAAD ... a lot more to come ... trust me

NK may allow/lease the Chinese/PLAN to have a naval base in Sea of Japan .... thats would be extremely interesting ... and extremely good move

Why the Samsung is South Korea is so concern about what China does within her border along with North Korea in regards to infrastructure projects?o_O


It's because they intend to get that land back. China was planning to build a nuclear power plant in a region up there that South Korea claims to be historically Korean. A nuclear power built there by China would be seen as China establishing their ownership of it. If they can claim that then it's automatic they think North Korea belongs to them too thus exposing South Korea's future plans.

This is how I see it.
  1. NK gets out of total isolation by showing a closer and better relationship with China.
  2. China get a playground of putting pressure on SK. With her (China) fishing boat there, there is an reason for her coast guard ships to be there, and if anything escalated war ships will be there too. That will be a really close military presence to SK.
  3. Because of 1 and 2, the price of that said deal is nothing. Neither China nor NK cares about the money in that case.
  4. Also because of 1 and 2, any agreement including PLAN ships close to Korean coast including territorial water is possible.
  5. And sure, it is a "tit for tat" to THAAD.
  6. China usually will not use military threat, at least officially, at least not against countries which is still on the fence such as SK. It is to leave the door open for reconciliation. But China will not leave provocation unanswered, whether the provocation is one's own initiative or forced by others.

The reason why the US and South Korea want China to do all the dirty work is because less risks for them if it fails. They don't care if China loses after it fails if China does everything they want. I'm for China taking over North Korea if it collapses because then it halts any other plans in Asia that would be against China's security after the North Korean regime collapses. It says a lot when they won't even acknowledge any concerns on China's side i.e. refugees pouring across China's border and instead spin it as China supporting a dictator. If they want North Korea, it will come at a high price.

The Pivot to Asia is aimed at China. Why would China help them at that?

That would be great but with that crazy Kim gene pool would be the biggest obstacle.
