there were rumors that the PLA was building a level 4(the highest level, deals with the most deadly and infectious of them all, like ebola) bio lab. The rumor surfaced during the SARS scare. As for proof, i dont have any. does anyone heard of this rumor or is it just me?

I've never heard of anything like that before, but they probably have one, at least to some extend (disarming bio/chemical bombs and bio hazard cleanup) because of all the bio and chemical bombs the Japanese left in northern China when they left.

I've heard that China has an extensive biowarfare program. But it came from the same people that said Saddam had one, including also chemical and nuclear, justifying the present US occupation of Iraq.

I've heard about SARS being a biowarfare virus. Of course the West would perpetuate the unproven that SARS was a result of a biowarfare experiment gone wrong. Let's also believe the West engineered the AIDS virus to kill off the Third World. We know the US has intentionally infected innocent people with disabling and deadly diseases in the past. Ergo, it wouldn't be surprising that it'll happen again. Or in fact is happening. Western scientists and doctors do conduct medical experiments in the Third World that would be considered unethical and illegal at home. They would never dare to try them at home for fear of being sued and/or imprisoned. SARS and avian flu could be Western engineered viruses. Because we all know the Chinese don't have the intellectual capability to make such accomplishments.

Read the post above you. eecsmaster hit the nail on the head. If you've ever read my posts before, you would get what I'm driving at. I apply the logic of others and turn it back around. So since so many people believe the Chinese are incapable of original or innovated thought as many in military forums freely express, so apply that logic to creating deadly weaponized diseases. If the Chinese are incapable of great intellectual feats as many Westerners believe and if the existence of SARS and avian flu are claimed to be biowarfare engineered viruses as accused, it certainly wasn't the Chinese. So it falls to the only people who can... the West.

Regardless of whether she has the capability to build a bio warfare program, I doubt that China has the will to do so. You can claim nuclear weapon as a strategic defensive weapon, but you can't use the same reasoning to justify developing biological weapons: you can't scare someone with a consealed weapon. PLA only wants to be seen as a regional defensive power.

Another reason that China is deterred from acquiring bio warfare capabilities is that China was a victim of the Japanese biological warfare during the sino-japan war. I vividly remember watching those horrifying pictures from the famous tv shows about the Unit 731 in my childhood. The biological weapon, IMO, is one of the most inhumane weapons that mankind has ever conceived.

Finally, aquiring such capabilities does not fit in China's strategic plan. China's military power has seen repid growth in the past 20 years, but the main objective of the military is not to eredicate an entire enemy race. China has always fought wars with exit strategies (unlike America), ones that you can slap your ememy without developing into a fist fight. In such warfare, biological weapons are of no use.
