Initially I was surprised that China is doing the C-929 as a JV with Russia.
But now I look at it, it makes more sense.

The domestic markets in China/USA/Europe/Russia are predominantly for single aisle C-919 type aircraft with flight times of less than 4hours or so. The Russians also have a requirement for a longer distance domestic plane as well.

And the next step up from the C-919 is a long-range twin aisle aircraft, but the demand for C-929 sized aircraft is a lot lower AND China needs another country to accept that the flight certification is valid.

So it makes sense for Russia and China to pool resources together for the C-929.

When Airbus was set up it was with the task to develop a twin aisled aircraft for 300 passengers ( that why it was called A300 ) to compete with DC-10 and L-1011 three engine aircraft, saving money by having only two engines. It was then to go on building successor aircraft and an aircraft larger than 747. The A-320 family was not, IIRC, part of the original plan. Taking over the French/Italian ATR family, the French helicopter industry and EADS military C-235 and C-295 or developing the unfortunate A-400M certainly didn't belong to the plan. The Dutch Fokker company was also a participant in Airbus but hoped to go on building smallish twin engine turboprop and turbofan aircraft. It went bankrupt because of its incompetent management.

I'm surprised that China is not making its own business jets. There is a domestic market for it and you can turn those into AWACS, AEW and surveillance platforms if you want.

business jets are a different type of aircraft, the main manufacturers are located in North America, Europe and Brazil, and the main markets are in the Americas, only Europe can boast a relatively large demand outside the Americas

The C-919 can't be used in the US or EU because it hasn't been certified by the aviation authorities.

The C-929 (as a twin aisle) only makes sense for China for higher volume long-distance routes, which means international travel and thus it needs to be accepted by another country.

But then you would just apply for international certification like FAA in US

There is nothing stopping ARJ21 and C919 market in West and actually they have western orders
