I think it's like China paid Antonov for a consulting. Then Antonov handed their design. Then XAC built a static test article exactly followed Antonov's design, tested it, collected data, then the project went to the next step, which has nothing to do with Antonov afterwards.

Y-20 has barely gone into production, and there is another Large Transport aircraft Prototype and frame in the making? I don't understand it. Why not go full throttle with the Y-20 production first, as China sorely lacks airlift capability at the moment.
Y-20 and Y-30 (the model that you were talking) are in different classes. Y-20 is the C-17, Y-30 (Y-9, Y-8) is the C-130. They serve very different purposes. One can not replace the other. You may argue to use Y-20 in place of Y-30, but that would be a lot of waste in capacity which is money, and some times it is not possible even if you are willing to pay for the price because of limitation of landing strip or maintenance facility etc.

Besides, Y-30 (Y-8, Y-9) are the work of former Shaanxi AC (merged with XAC), it has its separate design team and production facilities in Hanzhong, while XAC has its Y-20 in Yanliang. So works on Y-30 does not affect Y-20.

Does this look like "barely gone into production" to you? Just because we've lost track of Y-20 production does not mean China is not going "full throttle" in the production of large transports.

I guess I was wrong about 'barely gone into production', but there is no denying that China needs much more airlift capability than it has right now. That's where I expressed my concern.
Now some might ask, Airlift capability compared to whom? It's neighbors? Well China will have to out-lift its U.S-Allianced neighbors plus the Pacific nations like New Zealand Australia et al That's a lot of heavy-lifting capability required when shit hits the fan, and China simply doesn't have nearly enough as of now. I hope they get there, sooner than later, there's a lot of stink coming from that Joker in the White House, something unexpected shouldn't be ruled out.
