The first mass-produced WS-20 seems to be delivered, we will conduct test by mounting it on Y-20 from now on

It sounds like a progress report meeting. I don’t see anywhere mentions anything specific about any engine. It only says they reported the progress of all things; and that they wanted to ensure all parties involved would work together to make sure everything goes as smoothly as possible.

The article mentioned design progress of the reverse thrust portion of an engine in 2017

Yes, but it only says that "at the meeting, they reported the detailed R&D progress of the reverse thrust portion of a certain engine for a certain plane". This is almost a word-for-word translation of the only part of the article that talks about anything to do with an engine. I don't see how anyone can extract anything useful from this, which is most likely intended...

Question is what kind of engine in current Chinese development need and can mount a reverse thrust device. I thought it is only high-bypass turbo-fan engine, that is WS-20.

Although I think the article is very likely related to WS-20 because of the "thrust reversing device", I do not see WS-20 can be mounted on Y-20 now. The device is still under development and into 2018. Only when the thrust reverse device is tested hundred times on the ground would they put them on a Y-20 airframe. At best, maybe end of 2018.

The company in question is Liyang Aero-engine which employs the famed insider who posts on CJDBY. Odeo's Twitter post claiming likelihood of first delivery of production WS-20 wasn't his own speculation but one offered

who said the people responsible for PR had a flawed understanding of the situation (this seems to be a theme with China) and published misleading info.

The insider speculated the delivery was of either the first production WS-20 or one devoted to preliminary tests in preparation for active service. Whatever it was, he doesn't believe it's the delivery of the first developmental prototype which is the implied but wrong message.
