From what I know, most of the Y-20s are based in Qionglai Air Base in Sichuan. They could easily supply the Shigatse area in Tibet in case something goes wrong near Sikkim (Doklam).
"66 tons"? I thought this was a capacity that would only be achieved with the WS-20 engines, which are not in serial production yet AFAIK.

Because you missed something .You need to remove the dusty then see the history.
They actually did, but Russia wasn't able or willing to deliver.

I'm guessing the price the Russian offered was too expensive. The Russian plan for making the last big bucks thinking that the making of China's large transport aircraft would be too far in the future for the PLAAF liking.
Coz the plant which build Il-76 is not in Russia but to Tashkent Uzbekistan and finaly the contract big for 34 impossible.
Actualy delivered are old Russians refurbished a order of 10 how many delivered ? in more 3 other ( secondhand ) and 14 from 1st batch new these ones.
