For first response may not need that much ... I believe the combination of air and train would be needed ... first respond within 6-12 hours and train for the first 48 hours maybe
Because I suspect the An-225 is going to be used to move pieces and engines of other large aircraft and its going to be the primary transport for getting rocket components down to Hainan.
The primary transport for rocket components to Hainan is sea transport..

AFM is reporting the unfinished An-225 in Ukraine is being after many years with Chinese money rebuilt and will be made fully operational in a few years
This was the second unit never finished
Also China is getting the ToT to build more inside China
This means China will have the capacity to lift ultra large loads

I am assuming it will be the same one's on the first and current An-225, in which China will have not only access to it to research and study but building them (whether prototype or mass production) as well.
